Overview
Provide technical support in the implementation of Global SLSC Cluster initiatives at global and country levels, focusing on site management, area-based coordination, and community engagement systems.
Key Responsibilities
- Provide technical guidance on site management modalities and area-based approaches.
- Support development of cluster technical guidance, SOPs, and toolkits.
- Support integration of site management in emergency preparedness.
- Promote harmonization of approaches across operations.
- Support technical working groups and communities of practice.
- Contribute to development of global learning resources.
- Support knowledge management and documentation of good practices.
- Provide technical guidance on establishing and strengthening AAP systems.
- Support development of guidance, tools, and SOPs for community engagement.
- Contribute to strengthening the Cluster's role as an interface between communities and coordination structures.
- Promote inclusive approaches and conflict-sensitive programming.
- Support knowledge management on community engagement and accountability.
- Contribute to the development and implementation of the Global Cluster Strategy.
- Support inter-cluster coordination on site-level and area-based programming.
- Facilitate coordination between site management, community engagement, and other Cluster priorities.
- Support engagement with key partners.
- Represent the Cluster in relevant technical working groups and forums.
- Support quality, consistency, and use of site monitoring data and community feedback data.
- Support development and roll-out of standardized data collection tools, dashboards, and feedback tracking systems.
- Contribute to analysis integrating site-level data with community feedback.
- Support development and delivery of training materials and capacity building initiatives.
- Contribute to strengthening participation and leadership of national NGOs and local actors.
- Provide remote and in-person technical support to country-level clusters.
- Undertake field missions to support cluster activation and technical support.
- Contribute to after-action reviews and operational learning.
- Support preparation and facilitation of global cluster meetings, workshops, and retreats.
- Contribute to cluster administration, reporting, and knowledge management.
- Perform other duties as assigned.
Required Experience
- Master's degree with five years of relevant professional experience; or University degree with seven years of relevant professional experience.
- Experience in site management, camp coordination and camp management (CCCM), or area-based coordination in humanitarian settings.
- Experience in community engagement, Accountability to Affected Populations (AAP), or Complaint and Feedback Mechanisms (CFM) in humanitarian contexts.
- Experience in cluster or sector coordination, preferably at country level is preferable.
- Demonstrated experience in developing technical guidance, tools, and training materials.
- Experience working with diverse humanitarian actors including UN agencies, NGOs, community-based organizations, and government counterparts.
- Field experience in emergency response and/or protracted displacement contexts.
- Experience in information management, data analysis, or monitoring and evaluation is an advantage.
Qualifications
- Master's degree in Humanitarian Affairs, Development Studies, Social Sciences, Urban Planning, Political Science, International Relations or a related field from an accredited academic institution.
- University degree in the above fields.
