Overview
Consultant to conduct a verification of HCFC consumption in Timor Leste for the years 2024-2025, providing a high-quality verification report.
Key Responsibilities
- Prepare a draft work plan for verification.
- Review national legislation, policies, and procedures on ODS import and export.
- Assess the existing licensing and quota system for HCFC import and export.
- Review and analyze official statistics on import and export.
- Assess the implementation of recommendations from previous HCFC verification reports.
- Prepare and submit a draft 2024-2025 HCFC verification report.
- Prepare and submit a final version of the 2024-2025 HCFC verification report.
Required Experience
- At least 7 years of working experience related to accounting, engineering, scientific, or environment policy background is required.
- Prior experience in working with governments in Asia and/or the Pacific region on data collection and analysis or auditing/verification is desirable.
- Prior working experience with international organizations, and/or inter-governmental organization at the global, regional and national level is desirable.
- Experience in Montreal Protocol or previous successfully implemented country projects (Terminal Phase-out Management Plan (TPMP), Institutional Strengthening Project (IS) and HCFC Phase-out Management Plan (HPMP), Ozone Depleting Substance (ODS) Alternatives Survey, Kigali HFC Implementation Plan (KIP) is desirable.
- Knowledge of the licensing and quota system to control trade of controlled substances under the Montreal Protocol is highly desirable.
Qualifications
- Bachelor’s Degree in accounting, science, engineering, environmental policy or other related qualifications required for conducting verification is required.
- Other academic qualifications in combination with 10 years of qualifying experience may be accepted in lieu of the bachelor’s degree.
