Overview

The purpose of this position is to develop and implement supply chain strategy and manage its delivery, ensuring value for money across supply chain functions and providing technical guidance.


Key Responsibilities
  • Develop and/or update country specific SOPs and implement Global Supply Chain policies and procedures.
  • Ensure Supply Chain performance indicators are satisfactory, timely, appropriate, cost effective, and on budget.
  • Build capacity among the Supply Chain team through on-the-job training and effective leadership.
  • Manage and/or support Supply Chain staff.
  • Lead the Supply Chain change management aspect.
  • Ensure all standard reporting are timely and accurate including KPI management.
  • Provide advice and support to Senior Management Team, Budget Holders and Programme Managers on Supply Chain issues.
  • Provide training, capacity building and mentoring on Supply Chain.
  • Collaborate and represent the organisation with external agencies.
  • Comply and advocate relevant compliance with all relevant Save the Children policies and procedures.
Required Experience
  • 8+ years of relevant work experience at a managerial level.
  • Experience in working in a high security alert context will be an advantage.
  • Significant prior INGO experience in Supply Chain & operational management, within a complex/large scale country programme and in emergency response/humanitarian environments.
  • Substantial experience in all technical areas of Supply Chain operations including procurement, transport, distribution, warehousing and stock management, fleet management and asset management.
  • Experience in developing and implementing a complex international Supply Chain operations strategy.
  • Experience of working in remote field bases with limited infrastructure.
  • Proven track-record in managing and supervising others in Supply Chain, including training, capacity building & mentoring.
  • Ensure adequate representation of the CO in Logistics Clusters and other working groups, as necessary.
  • Ability to synthesize and analyse complex information, and make clear, informed decisions.
  • Experience of advising and supporting others at all levels with supply chain aspects of a programme.
  • Ability to build positive & productive relationships quickly with a wide range of stakeholders.
  • Strong experience in the local market and related laws in Palestine.
  • Must have experience in managing international procurement and medical supply chain.
  • Previous experience/exposure to automated systems for procurements (Desirable).
  • Experience in WB, GZ and regional markets (Desirable).
  • Managing complex supply chain operation in volatile security conditions (Desirable).
Qualifications
  • Master's degree in either Business/Public Administration, Economics, Supply Chain Management or any other relevant discipline is essential.
  • Professional License/Certification in Supply Chain/Logistics would be an advantage.
