Overview
The Head of Clinic will be responsible for the management of the Migration Health Assessment Centre (MHAC) in Moscow, Russia, ensuring the organization and supervision of health assessment processes to meet resettlement country requirements.
Key Responsibilities
- Organize and supervise MHAC’s migration health assessment process.
- Conduct health assessments for refugees and migrants.
- Maintain MHAC infrastructure and equipment.
- Lead coordination for human resources and organizational structure needs.
- Inform the Chief of Mission and technical supervisor about MHAC’s health activities.
- Maintain efficient, client-centered procedures and a system for client feedback.
- Maintain a system of quality improvement for each service area.
- Lead efforts to incorporate additional public health interventions.
- Supervise clinical- and non-clinical staff.
- Establish and implement MHAC staff development strategy.
- Liaise with external service providers and exercise quality control.
- Maintain confidentiality and security of migration health data.
- Organize systematic collection, processing and analyses of migration health data.
- Oversee the financial aspects of the MHAC.
- Provide oversight and coordinate the procurement of medical equipment and supplies.
- Facilitate the integration of health assessment activities into overall mission programming.
- Advise IOM colleagues on the link between the Health Assessment Programme and other MHD programme areas.
- Perform other duties as assigned.
Required Experience
- Minimum of seven (7) years of relevant professional experience of which at least three (3) years managerial responsibilities.
- Professional continuous clinical experience, preferably in a multidisciplinary hospital setting or at IOM/similar international clinic context.
- Experience in Migration Heath Assessments.
- Demonstrated progressive experience in health programme management.
- Experience in project development, management and report writing.
- Proven abilities to establish partnerships with government institutions, health institutions and other partners.
- Knowledge of public health.
- Demonstrable knowledge of patient safety and infection prevention and control.
- Experience in migration health emergency response is an asset.
Qualifications
- Bachelor’s degree in Medicine from an accredited academic institution and valid Medical License for Russian Federation with preferred specializations: internal medicine, and family medicine.
OR
- Bachelor‘s degree in Medicine from an accredited academic institution and valid Medical License for Russian Federation with preferred specializations: internal medicine and family medicine, plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution.
