Overview

The Energy Specialist will provide operational support and analytical work for energy projects and programs in the Europe and Central Asia (ECA) region, with a focus on Uzbekistan.


Key Responsibilities
  • Provide operational support to energy projects and programs.
  • Participate in preparation and supervision missions.
  • Provide inputs into project designs and institutional arrangements.
  • Prepare project budgets and implementation schedules.
  • Assist in review of consultant reports and project implementation plans.
  • Provide inputs to mission Aide Memoires.
  • Draft Implementation Supervision Reports (ISRs).
  • Track overall project progress and identify issues.
  • Participate in key project workshops, trainings and events.
  • Support procurement of consultants.
  • Prepare case studies, briefs, notes, presentations, and internal strategy papers.
  • Lead and provide inputs to advisory and analytical work.
  • Conduct economic analysis, review policy and regulatory frameworks, and analyze energy balances/demand.
  • Prepare renewable and energy efficiency resources assessment and planning.
  • Contribute to the design of renewable energy financing instruments.
  • Support policy dialogue and advise clients, the World Bank team, and management on policy and regulatory issues.
  • Represent the energy team and TTLs at project meetings and workshops.
  • Follow up on key government actions.
  • Proactively identify and resolve Bank/client relationships.
  • Monitor changes in government that may affect energy programs.
  • Contribute to the Maximizing Finance for Development approach.
  • Support teams in liaising with key internal and external partners.
  • Respond to routine inquiries from clients, donors, NGOs.
  • Carry out ad hoc tasks as requested, including preparation of briefings, organization of workshops and seminars, development of portfolio summaries, support key knowledge exchange events, coordinating publication of unit reports, and providing support to energy projects and programs in other ECA countries.
Required Experience
  • At least five years of relevant experience in the energy sector.
  • Demonstrated ability to engage credibly on a range of issues in developing countries.
  • Knowledge of the EU acquis pertaining to contracting parties of the Energy Community.
  • Prior experience working on investment and analytical activities in these countries.
  • Direct experience in at least two of the following areas: energy efficiency, energy sector economics, energy sector policy and regulation, energy and climate policy, renewable energy, transmission and distribution infrastructure, utility financial analysis and/or utility reform, power pools and regional integration.
Qualifications

• A Masters’ level degree in science, engineering, finance, economics, business administration or equivalent areas.
