Overview

Consultant to develop an address register for sampling purposes in Jamaica, aligned with the development of a national address system. The role involves developing a proof of concept and providing recommendations for national scaling.


Key Responsibilities
  • Develop a concept note, including methodology, draft workplan, and engagement with STATIN and DESA.
  • Produce an assessment report detailing existing data sources, systems, infrastructure, gaps, and international models.
  • Draft a conceptual and technical model for the address register, including data model, standardization rules, integration options, and governance mechanisms.
  • Develop an operational Proof of Concept (PoC) for testing in selected geographical areas.
  • Submit a final report with conclusions from the pilot on coverage, accuracy, and suitability for sampling, and recommendations for full-scale implementation.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in address registers, population registers, sampling frame development, record linkage and data integration, or related field is required.
  • Experience of working with national statistical offices or national governments is required.
  • Experience in developing or implementing address register for sampling purposes is preferred.
  • Demonstrated experience in conducting feasibility studies is desirable.
Qualifications
  • Advanced university degree (master’s degree or equivalent) in statistics, geographic information systems, or a related field with seven (7) years of experience.
  • A bachelor’s degree in combination with nine (9) years of experience may be accepted in lieu of an advanced degree.

• Fluency in oral and written English is required.

• Knowledge of another official UN Language is an advantage.
