Overview

This is a new and key role within PIE responsible for the analysis, collection, and processing of data and information to develop an evidential base for development and humanitarian work, influencing donors and stakeholders, and developing the organisation at programme and strategic levels.


Key Responsibilities
  • Run an efficient department and work across the Programme and Portfolio department to influence other functions and departments within PIE, especially programme managers to undertake their responsibilities towards data, collection and use.
  • Ensure that data is disseminated in a way that it can be used and that lessons are both learnt and used to develop our approach and practices.
Required Experience
  • Minimum of 7 years of progressively responsible experience in MERL, Program Quality, Data Management, or a similar role within the development or humanitarian sector of which at least 3 years in managerial position
  • Proven experience working with international non-governmental organizations (INGOs), ideally within a country office context, understanding their operational complexities and reporting requirements.
  • Experience working in fragile, complex, or low-resource settings, ideally in Ethiopia, including navigating security concerns, cultural diversity, and other operational challenges.
  • Experience in leading or mentoring M&E/Quality teams, supervising staff, and building their technical capacities
  • Experience across various thematic areas relevant to Plan International (e.g., Protection, SRH, education, WASH, health, livelihoods) is highly beneficial.
  • Experience in the NGO Sector with strong experience – at least 5 years in managing development humanitarian, and resilience programmes in the INGO sector in a complex environment
  • Experience in strong command of data analysis software and tools (e.g., Excel, SPSS, Power BI, DHIS2)
  • Solid understanding of evaluation methodologies and research ethics.
  • Experience developing and implementing M&E systems.
  • In-depth knowledge of safeguarding and gender equality best practices.
Qualifications

• Master’s degree in Monitoring & Evaluation, Statistics, Development Studies, Gender Studies, or a related field
