Overview

The Humanitarian Affairs Officer/Pooled Fund Manager will support and advise the Humanitarian Coordinator on the strategic use of the DRC HF, manage fund allocation processes, and monitor funded projects.


Key Responsibilities
  • Support and advise the Humanitarian Coordinator on the strategic use of the DRC HF.
  • Manage DRC HF and CERF allocation processes.
  • Ensure effective communication and support during the allocation process.
  • Liaise with and provide support to recipient organizations.
  • Contribute to the implementation of CBPF policies, guidelines, and standard operating procedures.
  • Support the Head of HFU in the overall administration and day-to-day management of the Fund.
  • Monitor the performance of funded projects.
  • Liaise with NGOs, UN partners, clusters, and OCHA field offices to track project progress.
  • Lead the monitoring plan for DRC HF and CERF-funded projects.
  • Advise on operational and programmatic risks and recommend mitigation measures.
  • Ensure compliance with CBPF and CERF monitoring, reporting, and accountability requirements.
  • Contribute to evaluations, reviews, and learning exercises.
  • Support the preparation of the CBPF Annual Report and other periodic reports.
  • Conduct periodic field visits.
  • Research, analyze and present humanitarian financing information.
  • Assist in policy development.
  • Document and disseminate results, best practices and lessons learned.
  • Liaise with OCHA field offices and recipient organizations to ensure dissemination of information on Fund activities.
  • Perform other related duties as assigned.
Required Experience

A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, project management, budget management, or related area is required. Humanitarian experience in the field in emergency situations is required. Experience in areas of project management and supervision, monitoring and evaluation, or administration is required. Experience in grants management and in the design of logical frameworks, including remote monitoring of humanitarian assistance is desirable. Experience in the design of policies and guidelines pertaining to humanitarian assistance is desirable.

Qualifications

An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, projects ‘management, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
