Overview

Provides authoritative technical and policy advice on humanitarian, emergency relief, and disaster response efforts. Monitors and analyzes humanitarian developments, coordinates international assistance, and manages appeals for support.


Key Responsibilities
  • Provides technical and policy advice to senior management and Member State officials.
  • Prepares policy position papers.
  • Monitors, analyzes, and reports on humanitarian developments and emergency situations.
  • Leads and participates in disaster assessment missions and coordinates international humanitarian assistance.
  • Manages the production of appeals for international assistance and ensures proper use of donor contributions.
  • Advises member states on capacity-building for emergency situations.
  • Initiates and coordinates technical cooperation projects in disaster response and preparedness.
  • Analyzes and assists in introducing new technologies for emergency response and disaster warning/management.
  • Organizes and prepares studies on humanitarian issues and ensures implementation of recommendations.
  • Leads the preparation of OCHA reports, studies, and policy guidelines.
  • Partners with other humanitarian agencies to plan and evaluate programmes.
  • Establishes and maintains contacts with government officials, UN agencies, NGOs, and diplomatic missions.
  • Serves as the primary focal point on specific topics or policy-related issues.
  • Establishes overall work plan and budget for the office.
  • Leads, manages, and provides strategic direction to a team of staff.
  • Organizes and chairs inter-agency and international meetings.
  • Oversees and manages data collection and analysis for planning and decision-making.
Required Experience

A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Humanitarian experience in the field in emergency situations (complex emergency or natural disaster) is required. Experience leading and managing teams in humanitarian operations is required. Relevant experience in a humanitarian context within the UN common system or other comparable international organization is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with and additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
