Overview
The M&E Specialist will contribute to the design, planning, monitoring, and implementation of country programmes and projects, and ensure effective coordination of Evaluations, Audits, and the Harmonized Approach to Cash Transfers (HACT) process.
Key Responsibilities
- Participate in the development of country programme documents and other Country Office (CO) programme/project documents.
- Provide technical advice at the design stage of programmes/projects.
- Ensure timely and high-quality progress reports such as the Results Oriented Annual Report (ROAR).
- Coordinate with the Programme and Operations Unit to ensure the Integrated Work Plan is prepared.
- Aggregate and review project/portfolio documentation.
- Support the preparation of high-quality project documents and proposals.
- Participate in the planning, preparation, and management of thematic, country programme/project evaluations.
- Contribute to the evaluation work plan.
- Coordinate specific evaluation missions.
- Draft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions.
- Provide guidance on UNDP evaluation policies, procedures, and practices.
- Follow up on implementation of evaluation recommendations.
- Support preparation of the annual performance monitoring report for CO projects and the CPD.
- Support coordination of all audit exercises.
- Support risk area assessments and work with project staff to minimize risk exposure levels.
- Contribute to periodic HACT exercises.
- Develop audit plans for projects and the CO.
- Coordinate CO preparation, follow-up on audits.
- Monitor implementation of previous audit recommendations.
- Monitor implementation of risk mitigation measures.
- Support the development of Social and Environmental Standards (SES) plans and risk monitoring.
- Support effective implementation of the Internal Control Framework.
- Effectively participate in UN Results Groups and provide substantive inputs to Theme Groups.
- Support ongoing M&E processes within the framework of the Monitoring, Evaluation, and Learning (MEL) Group.
- Collaborate in the preparation and/or revision of Common Country Assessment (CCA), UNSDCF, CPD, and other documents.
- Synthesize lessons learned and best practices from projects and programmes.
- Assist the MEL group in drafting Terms of Reference (ToRs) for reviews and evaluations of the UNSDCF.
- Contribute to development of joint planning instruments and formats.
- Support preparation of the annual performance monitoring report for CO projects, CPD, and UNSDCF.
- Facilitate M&E support to Government and other implementing partners.
- Prepare and conduct communications needs assessments for CO projects, portfolios, and the country programme.
- Draft and edit CO communications and outreach strategy.
- Analyze requirements and synthesize proposals on integrating advocacy and communication strategies.
- Manage relationships with media, partners, and key stakeholders.
- Track and analyze communication metrics, media coverage, and audience engagement.
- Collaborate with communications and programme teams to develop and design programme/project briefs and donor events.
- Identify and formulate evaluation findings, lessons learned, and recommendations.
- Contribute to implementation of monitoring and evaluation knowledge management and learning strategy.
- Collaborate and coordinate with other UN agencies, government agencies, non-governmental organizations (NGOs), and other organizations on monitoring and evaluation issues.
- Participate in results-oriented monitoring and evaluation training efforts.
- Contribute to knowledge networks and communities of practice.
Required Experience
- 7 years of experience at national and/or international levels in managing development projects.
- Experience in monitoring and evaluation of development projects at national and/or international levels, with a background in the analysis of socio-economic issues and related policy matters, is desired.
- Experience in using computers and office software packages, as well as handling web-based management systems, is required.
- Advanced data analysis and presentation skills are an asset.
- Demonstrated skills in risk management, managing audit processes, and reviewing legal agreements are preferred.
- Experience in the United Nations (UN) and/or other development agencies is an asset.
- Applicants with a bachelor’s degree (or equivalent) are required to have relevant professional experience in monitoring and evaluation, quality assurance instruments, results-based management models, and working with multiple stakeholders.
Qualifications
Master's degree in International Relations, Project Management, Development Studies, Economics or related Social Sciences.
