Overview

The Consortium Finance Manager will lead overall grant and financial management of projects and operations in Kachin state, Myanmar. The role is responsible for grant, financial, and risk management, financial reporting, donor communication, and financial capacity strengthening support to local partners.


Key Responsibilities
  • Focal for donor reporting, relation, communication, and engagement on finance and contract compliance.
  • Ensure financial reporting requirements are met efficiently and effectively.
  • Review grant agreements with partners from a financial management perspective.
  • Review and analyze grant expenses of partners to advise management on expenditure trends.
  • Ensure donor regulations are compiled in partners' financial management and expenditure.
  • Support on the review and preparation of Letters of Agreements with partners from a financial perspective.
  • Lead the Expenditure Verification audit process.
  • Monitor financial and compliance risks of consortium members and advise partners on systems development.
  • Conduct quarterly field visits to monitor partners' financial management.
  • Support the Project Management Unit/Team in financial matters, including fund requests and transfers.
  • Review monthly budget utilization of projects and suggest improvements.
  • Raise fund requests to donors and inform donors for funding receipts.
  • Support day-to-day finance operational tasks.
  • Establish communication channels with finance staff from Consortium partners.
  • Key contact focal for communication and financial reporting with the project's back donor.
  • Provide leadership in audit processes for all consortium partners' expenses.
  • Represent in internal and external meetings regarding finance matters.
  • Communicate and liaise with consortium partner staff on relevant financial issues.
  • Formulate projects progress reports and have full oversight on the consortium budget.
  • Ensure completeness, accuracy, and timeliness of all financial reports.
  • Compile consolidated financial reports and submit to the back donor.
  • Verify all program and partners' expenses and payments.
  • Prepare expenditure plans for planned activities.
  • Prepare monthly expenditures reports based on GL and internal accounting control.
  • Record partners' expenditures in a proper system and reconcile partners' fund balances.
  • Oversee income and expenditures of the grant contract and report to management.
  • Lead the verification of supporting documents of all Consortium partners.
  • Prepare and produce reports by consolidating financial information from Oxfam and consortium members.
  • Provide analysis and highlight financial status to Programme Managers.
  • Lead Annual budget planning and revise budgets based on project requirements.
  • Coordinate with technical partners to provide training and coaching on donors' guidelines and financial procedures.
  • Lead the financial assessment of Consortium partners.
  • Ensure the implementation of Oxfam’s gender policy in finance policy and practice.
  • Build the capacity of financial staff of consortium partners.
  • Carry out trainings and briefings for project staff on agreed procedures.
  • Comply with all security policies, procedures, and plans.
  • Take care of own safety and security.
  • Contribute to the development and maintenance of security management policy and procedures.
  • Ensure adherence to safeguarding policies.
  • Complete all annual core compliance courses.
  • Report any concerns or witness of behaviour that could breach safeguarding policies or Code of Conduct.
  • Adhere to Oxfam’s principles and values and promote gender justice and women's rights.
  • Adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • Perform assigned tasks in case of emergency response.
Required Experience
  • Minimum of 5 years of relevant experience in financial management.
  • Ideally within the non-profit / Consortium Projects / Funded organization.
Qualifications
  • A university degree in accounting or finance is required.
  • An advanced degree (such as ACCA) is preferred.
