Overview
Consultant to develop shelter guidelines, an onboarding toolkit, and medical referral guidance for victim of trafficking protection services in Malaysia.
Key Responsibilities
- Review assessment reports and national/international standards.
- Develop an inception plan, methodology, and work plan.
- Draft shelter-specific guidelines and an onboarding manual/toolkit.
- Develop a guidance note on medical referrals for victims of trafficking.
- Present drafts for review and facilitate a validation workshop.
- Incorporate feedback and finalize all documents in English (.doc and .pdf).
Required Experience
- Minimum 7 years of demonstrated professional experience in counter-trafficking, migrant protection, and/or gender-based violence.
- Experience working in Southeast Asia or similar migration contexts is highly preferred.
- Proven expertise in developing operational guidelines, standard operating procedures (SOPs), training manuals, or toolkits for protection programming.
- Demonstrated knowledge of international protection standards, trauma-informed care, survivor-centered approaches, and case management for VoTs.
- Strong understanding of medical and psychosocial referral systems and protocols.
Qualifications
• Master’s degree (or equivalent advanced university degree) in Social Sciences, Law, International Development, Public Health, or a related field.
