Overview

The Information Systems Officer (Data Architect) will plan and participate in major technology initiatives and systems projects, oversee the development and delivery of scalable data solutions and Business Intelligence (BI) reporting, and provide expert advice on complex BI systems analysis and design.


Key Responsibilities
  • Plans and participates major technology initiatives and systems projects.
  • Oversees the development and delivery of scalable data solutions and BI reporting.
  • Provides expert advice on complex BI systems analysis and design.
  • Develops plans for feasibility assessment, requirements specification, design, development and implementation.
  • Develops cost proposals for contractual services and manages contract service.
  • Tracks and monitors project progress against plan.
  • Provides professional leadership and work direction to assigned project team.
  • Is actively involved in the execution of the most complex aspects of the project.
  • Develops, implements and monitors information standards and guidelines.
  • Prepares technical and user documentation and training materials.
  • Keeps abreast of developments in the field and evaluates new products and technologies.
  • Facilitates communication between UNJSPF and its major clients.
  • Serves as coordinator in the development of Service Level Agreements (SLAs).
  • Participates in planning and preparation of the budget, work program and spending plan.
Required Experience
  • A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of complex data architecture systems is required.
  • A background in BI/analytics platforms (e.g., Power BI, Tableau), is required.
  • Expertise in SQL, data modeling, ETL/ELT, and database design is required.
  • Hands‑on experience with cloud data platforms including Data Lakes (e.g., Azure, AWS, GCP) is desirable.
  • Knowledge of data governance, security, and compliance frameworks is desirable.
Qualifications

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
