Overview
The Information Management Officer will contribute to the formulation of organization-wide data and information policies, procedures, standards, and guidelines. The role supports the Digital Transformation Strategy and advises on information systems and technology innovations.
Key Responsibilities
- Contributes to the formulation of Organization-wide data and information policies, procedures standards and guidelines.
- Conducts policy-oriented research and drafting on the applicability of information technology.
- Assesses and makes recommendations relating to the use of information systems.
- Provides advisory services Organization-wide on complex systems business analysis, design and optimization of data architectures and services.
- Monitors the progress of projects, ensures compliance with information management standard guidelines.
- Evaluates and pilots emerging technologies.
- Evaluates applications and cost-effectiveness of services in relation to technology options.
- Provides technical services on complex systems analysis and design and optimization of data architectures and services.
- Ensures optimisation of information asset procedures.
- Ensures access to data; advises internal and external users regarding the use of information management tools and platforms.
- Develops and implements policies and guidelines relating to use of data and information standards.
- Manages information security and strives to improve the manner in which OHCHR presents information.
- Carries out managerial responsibilities at the unit level.
- Develops client outreach strategy and programme and coordinates its implementation.
- Represents the Section, as required, in departmental offices and at working groups, task forces and other fora.
- Participates in the planning and organizing of training for Headquarters and mission staff and users.
- Evaluates the performance of vendors and certifies invoices, as necessary.
- Guides, trains and supervises professional and general service staff.
- Collects and analyzes data to identify trends or patterns and provide insights.
- Performs other duties as assigned.
Required Experience
- A minimum of seven years of progressively responsible experience in information management, data analysis, information systems or related area is required.
- A minimum of 2 years of experience in developing data analytics and products for senior executives and decision-makers in humanitarian contexts, including crisis monitoring and situational awareness, is required.
- Experience leading complex digital transformation initiatives, including the design of information management strategies, operating procedures, and programme implementation plans, is required.
- Experience in conducting business analysis, including documenting and analysing user and operational requirements, translating them into clear technical specifications, and supporting the implementation of corresponding digital or analytical solutions, is desirable.
- Experience designing, implementing, and operationalizing digital solutions leveraging AI and other frontier technologies is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
