Overview
Support WHO technical teams in strengthening national health information systems and digital health platforms used for health sector monitoring and reporting. Contribute to improving the national HIS architecture, enhancing interoperability, and strengthening the use of digital platforms.
Key Responsibilities
- Support WHO technical teams in strengthening national health information systems and digital health platforms.
- Contribute to improving the national HIS architecture and integration of programme-specific information systems.
- Support the use and optimization of national health data platforms such as DHIS2 and other digital health tools.
- Assist in documenting system workflows, data structures, and technical guidance.
- Support initiatives aimed at improving interoperability and data exchange.
- Assist in developing standardized data structures, indicator definitions, and metadata documentation.
- Support development and maintenance of data integration processes and system documentation.
- Support the collection, compilation, and management of health data.
- Support the validation, and quality assurance of HIS data.
- Assist in harmonizing datasets and indicators.
- Support documentation and maintenance of structured datasets and data dictionaries.
- Support the design, development, and maintenance of interactive health dashboards.
- Transform validated datasets into clear visual and analytical products.
- Assist WHO teams in responding to information requests.
- Contribute to presentations, technical briefs, and knowledge products.
- Support collaboration with MOH counterparts and partners involved in HIS strengthening.
- Assist in organizing technical consultations, meetings, trainings, and workshops.
- Contribute to strengthening national capacity in health data management, digital health tools, and data use.
Required Experience
- Proven experience in Health Information Systems (HIS) or digital health environments, including platforms such as DHIS2 or comparable systems.
- Experience supporting system strengthening, data integration, and interoperability initiatives within health information environments.
- Strong knowledge of the Palestinian HIS architecture, reporting mechanisms, and national health data structures is highly desirable.
- Direct experience with Ministry of Health data systems and/or DHIS2 implementation in the West Bank and Gaza is strongly preferred.
- Experience in developing interactive dashboards and data visualization products (e.g., Power BI, Tableau, or similar tools).
- Familiarity with database systems and web-based applications, including Oracle Database and Oracle APEX, is an asset.
- Experience working with government institutions, WHO, UN agencies, or development partners is desirable.
- Strong analytical, communication, and problem-solving skills.
- Ability to work effectively in a challenging operational environment and within multicultural teams.
- Knowledge of the WHO/UN system context, including coordination and emergency settings, is an asset.
- Familiarity with WHO/UN rules, procedures, and office practices is desirable.
Qualifications
Bachelor's degree in Health Information Systems, Public Health, Health Informatics, Computer Science, Information Systems, Statistics, Data Science, or a related field.
