Overview

The Health System Recovery Specialist will support health system recovery and transition activities in Gaza, focusing on assessments, monitoring and evaluation, and planning and implementation of initiatives.


Key Responsibilities
  • Support health system assessments by identifying potential recovery needs, service gaps and system capacity following conflict-related disruptions.
  • Assist in the collection, compilation and analysis of baseline and post-conflict health system indicators.
  • Contribute to analysis of health system performance and recovery trends to support informed and evidence-based planning and decision-making.
  • Support the development and implementation of health system recovery and transition plans through coordination with national authorities and partners.
  • Assist in identifying priorities for health system strengthening, including service delivery, workforce, infrastructure and governance functions.
  • Draft technical documents, policy briefs and recovery plans related to health system strengthening.
  • Assist in tracking progress against agreed indicators and reporting on implementation of recovery initiatives.
  • Draft reports, analytical summaries and technical documentation related to health system recovery.
  • Collaborate with WHO technical units, national authorities and partner organizations involved in health system strengthening, activities and recovery programmes.
  • Participate in technical working groups and coordination mechanisms related to health system recovery.
Required Experience
  • 3 years required experience.
  • Relevant experience 5 years.
  • Experience supporting health system strengthening or health programme implementation.
  • Experience in health systems assessments, monitoring and evaluation, or health data analysis.
  • Knowledge of health system recovery and transition in emergency or post-conflict settings is desirable.
  • Experience working with national health authorities, UN agencies or humanitarian partners is an advantage.
  • WHO experience is desirable, experience working in Gaza and/or the West Bank is preferable.
  • Strong analytical and problem-solving skills.
  • Ability to synthesize technical information and prepare analytical reports.
  • Excellent interpersonal and communication skills.
  • Ability to work effectively in complex and challenging operational environments.
Qualifications

Bachelor's degree in public health, health systems, health policy, medicine, or a related field.

Remuneration
A monthly Volunteer Living Allowance (VLA) shall be provided to contribute toward housing, utilities, and standard living expenses. In addition, the UN Volunteer shall be entitled to life, health, and permanent disability insurance coverage (including health insurance for up to three eligible dependents), as well as an exit allowance, contingent upon satisfactory completion of service.
