Overview
The Senior Finance and Budget Assistant will be responsible for processing global payroll and payments, providing policy advice, and operational guidance. The role involves reviewing, analyzing, and preparing financial documents and ensuring compliance with regulations.
Key Responsibilities
- Acts as Certifying Officer on behalf of and in the absence of programme managers at offices outside Headquarters.
- Undertakes reviews, analyses and preparation of the medium-term plan and its revisions.
- Reviews, analyses and assists in the finalization of cost estimates and budget proposals.
- Assists managers in the elaboration of resource requirements for budget submissions.
- Undertakes research and provides support to higher-level Finance & Budget Officers.
- Provides input into the preparation of allotments.
- Monitors budget implementation/expenditures and recommends reallocation of funds.
- Reviews requisitions for goods and services.
- Monitors extra-budgetary resources.
- Assists in the preparation of budget performance submissions.
- Assists in the finalization of budget performance reports.
- Monitors integrity of various financial databases.
- Verifies accuracy of input data.
- Coordinates with other finance and budget staff.
- Reviews, analyses and processes payments to third parties.
- Analyses complex and/or unusual accounting transactions and difficult claims.
- Reviews and reconciles various clearing accounts.
- Audits various accounting transactions.
- Reviews completeness of reports and consolidates the accounts of overseas offices.
- Prepares worksheets and analyzes accounts.
- Assists in the preparation of financial statements.
- Approves payment and journal vouchers.
- Provides guidance and training to staff on transaction processing and system use.
- Supervises other general service staff when required.
- Supports global payroll transition activities.
- Facilitates communication and coordination among stakeholders.
- Keeps up to date on documents/reports/guidelines related to financial and budget matters.
- Drafts or prepares correspondence to respond to enquiries.
- Assists with the collection and analysis of data and preparation of reports.
Required Experience
A minimum of ten (10) years of experience in finance, accounting, payroll, human resources, or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher. At least five (5) of the years of experience should be focused on transactional-based payroll activities, or the administering of staff benefits and entitlements, including auditing staff earnings, deductions and separations, is required. Experience in the use of Enterprise Resource Planning (ERP) systems, such as Umoja, SAP, People Soft, or similar ERP systems is required. Experience working with the United Nations or a large global organization's systems and procedures is required. Experience with disbursements and adherence to relevant Staff Regulations and Rules, including entitlements, and Financial Regulations, Rules, and procedures of the United Nations or similar international organization is desirable. Experience with auditing historical payroll/staff data and entitlements is desirable.
Qualifications
High school diploma or equivalent is required.
