Overview

The Associate Finance and Budget Officer is responsible for the financial management of voluntary contributions and the use of these funds, including global support to offices worldwide. The role involves preparing financial reports, analyzing accounts, and monitoring cash flows.


Key Responsibilities
  • Reviews, approves, reconciles and processes accounting transactions.
  • Approves/confirms obligations or expenditures are in accordance with UN Financial Regulations and Rules.
  • Assists with the preparation of cash-flow statements.
  • Reviews and evaluates financial reports from Offices-away-from Headquarters and Peacekeeping Missions.
  • Assists in the review and preparation of financial statements and reports.
  • Assists in ensuring accurate accounting, reporting and internal control systems.
  • Plans and works with IT systems units for accounting systems.
  • Researches and analyses information to respond to audit findings.
  • Monitors budget implementation and recommends reallocation of funds.
  • Monitors expenditures to ensure they remain within authorized levels.
  • Reviews requisitions for goods and services.
  • Administers and monitors extra-budgetary resources.
  • Assists in the preparation of budget performance submissions.
  • Reviews and assists in finalization of budget performance reports.
  • Keeps up-to-date on documents/reports/guidelines related to programme and/or peacekeeping budgets.
  • Contributes to the collection and analysis of data, identification of trends or patterns, and provides draft insights.
  • Supervises staff as required.
  • Performs other related duties, as assigned.
Required Experience

A minimum of two years of progressively responsible professional experience in accounting, finance, budget, administration or related area is required. Experience in applying private sector or public sector accounting standards such as International Financial Reporting Standard(s) (IFRS) or International Public Sector Accounting Standard (IPSAS) is required. Experience using ERP financial accounting and Grants Management modules and experience in preparation of financial statements and donor reports are desirable. Experience managing financial processes related to grantor management is desirable.

Qualifications

A first-level university degree (Bachelor's degree or equivalent) in business administration, finance, or related field is required. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.
