Overview

Supports end-to-end movement clearances for humanitarian cargo within Sudan. The incumbent liaises with relevant national and state authorities to obtain timely approvals for the movement of trucks carrying food and non-food items across states.


Key Responsibilities
  • Prepare, submit, and follow up on movement clearance requests for trucks transiting from state to state within Sudan.
  • Liaise proactively with state authorities, SAF focal points, HAC/line ministries, and other relevant actors to secure timely approvals and resolve bottlenecks.
  • Verify route feasibility and safety against current advisories; propose rerouting options when needed and obtain revised approvals.
  • Ensure all special conditions are embedded into movement plans and communicated to drivers/transporters.
  • Maintain close coordination with Programme, Supply Chain/Transport, Security, Access, Field Offices and cooperating partners.
  • Keep a daily clearance tracker.
  • Record and file all correspondence and official approvals.
  • Prepare briefs, sitreps, and weekly/monthly summaries on clearance status, delays, and constrains.
  • Attend relevant logistics/access coordination forums and share updates.
  • Ensure that all approvals comply with internal SOPs and external requirements from authorities.
  • Escalate access constraints to the supervisor with suggested mitigation.
  • Support incident reporting related to movement.
  • Contribute to continuous improvement of clearance SOPs, checklists, and templates.
  • Coordinate with transporters/drivers to align dispatch readiness with approval validity periods and convoy timing.
  • Support data reconciliation between approvals, waybills, and delivery confirmations.
  • Provide ad‑hoc translation (Arabic–English) of approvals and official communications when required.
  • Perform any other related duties as assigned.
Required Experience

Minimum 5 years (with secondary education) or 3 years (with bachelor’s) in logistics, supply chain, insurance, customs/movement clearance, or government liaison, preferably in humanitarian operations in Sudan. Demonstrated experience in liaising with state authorities and processing official approvals. Familiarity with humanitarian access constraints, corridor operations, and transport documentation.

Qualifications

Secondary education required; Bachelor’s degree in Logistics/Supply Chain, Business Administration, Public Administration, or related field is an asset.
