Overview

The Planning, Monitoring and Reporting Specialist provides technical and operational support to the Country Office and Field Offices in programme planning, results-based management, performance monitoring and reporting to ensure strong accountability and evidence-based decision making.


Key Responsibilities
  • Lead and provide technical guidance on programme plan formulation using Results Based Management (RBM) principles.
  • Support the review of Results Frameworks in Programme Documents (PDs).
  • Facilitate development and quality assurance of Rolling Work Plans (RWPs), FO plans, and programme strategies.
  • Support the development of Humanitarian Response Plans (HRPs).
  • Maintain planning Standard Operating Procedures (SOPs), templates, indicator dictionaries, and quality review tools.
  • Support Field Offices in customizing results chains and work plans.
  • Maintain and communicate the Country Planning Calendar.
  • Review and quality assure programme documents, including logframes/results frameworks, and indicator sets.
  • Ensure logical coherence, measurable targets, viable implementation pathways, and adequate risk mitigation in programme designs.
  • Establish and maintain monitoring benchmarks, baselines, targets, and performance indicators.
  • Design and oversee mixed-method monitoring systems.
  • Support ensuring timely uploading of quality reports on electronic tools on field monitoring modules.
  • Support equity-focused monitoring to ensure data disaggregation.
  • Support semi-annual Data Quality Assessments (DQAs).
  • Monitor appropriate use of programme resources such as supplies.
  • Support quarterly and semi-annual CO performance reviews; develop dashboards synthesizing thematic monitoring findings.
  • Support mid-year and annual reviews and strategic programme reviews.
  • Facilitate utilization and learning from monitoring findings.
  • Ensure high-quality end-year summary narrative reports are prepared.
  • Consolidate humanitarian reports and ensure alignment with field data and government/cluster systems.
  • Coordinate CO and FO inputs to ensure timely submission of all donor and corporate reports.
Required Experience
  • A minimum of 5 years of professional experience in planning, monitoring, and development/humanitarian programming;
  • Planning, monitoring, and evaluation (PME) systems strengthening;
  • Experience working in a developing country and emergency settings is considered an asset;
  • Excellent oral and written skills; excellent drafting, formulation, and reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners;
  • Ability to work and adapt professionally and effectively in a challenging environment;
  • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness.
Qualifications

Master's degree in Social sciences, development studies, international development, short courses in planning, monitoring, evaluation.
