Overview

Develop and manage Shelter and Settlement (S&S) programmes in South Sudan, ensuring alignment with global strategies and donor requirements. The role involves technical direction, proposal development, and stakeholder representation.


Key Responsibilities
  • Develop Shelter strategy, technical SOPs/guidelines, and Macro LFAs.
  • Manage funding proposals, project budgets, and donor reports.
  • Provide technical direction and project implementation support.
  • Build capacity of technical staff.
  • Extract and incorporate key learnings.
  • Liaise with authorities and stakeholders, representing NRC.
  • Promote the rights of IDPs/returnees.
  • Identify trends, modalities, and donor priorities.
  • Ensure high technical quality and synergies in project implementation.
  • Coordinate and manage active S&S projects grants.
  • Develop and introduce technical processes and tools for S&S projects.
  • Ensure quality implementation processes, including Safe and Inclusive Programming.
  • Develop, manage, and monitor project budgets.
  • Monitor technical quality of Shelter projects and document achievements.
  • Explore new S&S activities and synergies with other NRC Core Competencies.
  • Maintain and grow S&S technical and operational capacity.
  • Represent NRC with the WASH sector, donors, government ministries, and in coordination meetings.
Required Experience
  • Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience with providing emergency and/or protracted-crisis Shelter assistance in rural and urban contexts.
  • Experience undertaking projects through cash and vouchers.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Knowledge of the context in South Sudan preferred.
  • Experience with start-up or expansion of new programmes and programme development.
