Overview
International consultant to enhance Armenia’s capacity to monitor GCM implementation and strengthen migration governance by establishing a cohesive system for migration and temporary mobility data.
Key Responsibilities
- Design the methodology for the legislative assessment in relation to migration data collection and protection.
- Conduct desk-research of international standards, EU requirements, national legislation, and policies regulating migration data management in Armenia.
- Design the questionnaire for information/data collection.
- Implement consultations with stakeholders through online interviews.
- Study existing migration data management legislature in relation to EU acquis and best practices, and provide legislative recommendations.
- Analyze information and produce a draft migration data collection and protection legislative assessment report.
- Prepare a final report with analyzed legislation and recommendations.
- Periodically report on implementation of activities and results achieved.
Required Experience
- At least 5 years of proven experience in the area of development of national policies and legal acts.
- Previous experience in development of legal framework assessment, particularly those related to international standards and the EU acquis.
- Experience in working with public administrations, NGOs, local authorities and institutions/organizations working on areas of migration and temporary mobility data collection and protection at the national and/or international level.
- Experience in working with international organizations and UN agencies is an advantage.
- Experience in working in Armenia or in the region is preferrable.
Qualifications
• Advanced university degree in Law.
