Overview

Support the design, implementation, monitoring, and continuous improvement of learning recovery interventions at national and subnational levels. Provide technical input grounded in educational science and pedagogy, contribute to programme coordination and quality assurance, and support collaboration with education authorities, field offices, and implementing partners.


Key Responsibilities
  • Support the design, implementation, monitoring, and refinement of remedial education, catch-up, and learning recovery programmes.
  • Provide technical input grounded in educational science and pedagogy to strengthen programme quality.
  • Provide technical, logistical, administrative, and communication support to the UNICEF Country Office.
  • Coordinate with local hromadas and education authorities to support rollout and implementation.
  • Liaise with UNICEF Field Offices and internal teams for coherent planning and delivery.
  • Engage and coordinate with key stakeholders, including the Ministry of Education and Science.
  • Conduct analytical reviews of programme performance and learning outcomes.
  • Facilitate technical meetings, prepare presentations, and draft analytical reports.
Required Experience

7 years of relevant experience in remedial education, catch-up programmes, learning recovery, curriculum support, or related education interventions. Experience in supporting the design, implementation, monitoring, or evaluation of education programmes aligned with evidence-based pedagogical approaches and national education priorities. Technical knowledge in education sciences, pedagogy, learning assessment, age-appropriate instructional strategies, and approaches to addressing learning loss. Demonstrated understanding of the education sector in Ukraine, specifically the New Ukrainian School (NUS) reform, and the Early Childhood Education and Care (ECEC) reform as well as decentralization reform. Experience in coordination and collaboration with government counterparts, subnational education authorities, local communities (hromadas), implementing partners, and other education stakeholders. Experience in analytical work, including reviewing programme performance, learning outcomes, and service delivery gaps. Strong oral and written communication skills, including experience in drafting reports, briefing notes, presentations, and other technical and analytical documents. Accuracy and professionalism in document preparation, editing, and knowledge management. Excellent interpersonal and teamwork skills. Ability to work professionally and effectively in a challenging context. Solid computer literacy, including proficiency in Microsoft Office applications. Experience working with UNICEF, the UN system, or other international development organizations is an asset.

Qualifications

Master's degree in Education, Sociology, Psychology, Economics, or a related field.

Remuneration
• Volunteer Living Allowance (VLA): USD 2246 (equivalent in UAH) provided monthly. • USD 350 entry lump sum, one-time payment. • USD 120 exit lump sum for each month served, paid on completion of contract. • Medical insurance. • Life Insurance. • Annual leave: 2.5 days per completed month. • Learning leave: Up to ten working days per consecutive 12 months. • Certified Sick Leave: Up to 30 days based on a 12-month cycle. • Uncertified Sick Leave: Seven working days in a calendar year.
