Overview
The individual contractor will provide technical and operational support for the management, planning, development, and monitoring of activities related to the implementation of a Land Information System (LIS) and Geographic Information System (GIS) within UN-Habitat's interventions in the DRC.
Key Responsibilities
- Contribute to the planning and operational management of land tenure security activities and the implementation of a georeferenced and digitized land information system.
- Support the technical contribution to the finalization of the tools of the standardized land tenure security mechanism and the architecture of the SIF at the local level.
- Monitor the activities of his team, local implementing partners (LIPs) and local actors in securing land for local communities and produce periodic reports to management via the program coordinator.
- Contribute to strengthening the professionalism and performance of local actors, including land administration, local cartographers, etc., to carry out land tenure security activities in the targeted localities.
- Document the challenges and difficulties related to fieldwork in the context of the deployment of participatory mechanisms for securing community lands and the SIF and then propose solutions taking into account the realities of each locality.
- Ensure the quality assurance of the implementation of the SIF in the various land districts concerned, in collaboration with experts in Geographic Information Systems, the Land Administration, and representatives of customary authorities.
- Support local partners in conducting participatory mapping sessions with customary authorities, women, youth and indigenous peoples.
- Supervise capacity-building activities for local authorities, land services and relevant local actors.
- Ensure the control and monitoring of the quality of data and digital infrastructure.
- Contribute to the documentation of key indicators per project, including (i) the number of hectares mapped and secured, the number of standardized SIFs and the user satisfaction rate.
- Provide the necessary support to other UN-Habitat projects.
Required Experience
Minimum of 7 years of experience in local governance, in geomatics, topography, land and geographic information systems and participatory community planning is required. Experience in participatory mapping, land tenure, prevention and management of land conflicts, participatory land-use planning is required. Good command of surveying equipment: Mechanical and electronic theodolite; Total Station or electronic tachymeter, Differential and Geodetic GPS, as well as topographic survey data processing programs is required. Experience in the United Nations work, PIREDD, the CAFI initiative, and provincial institutions in the DRC is desirable.
Qualifications
Completion of a high school diploma is required. Supplemental training in Geomatics, GIS, Topography, Cartography, Urban Planning, Geographic Engineering or a related field is required.
