Overview

Provide project management and expertise in crimes affecting the environment under the GUARD Wildlife and WasteNet projects in Viet Nam. Coordinate and work with relevant national stakeholders and law enforcement agencies.


Key Responsibilities
  • Data and information related to Viet Nam for WasteNet trendspotting alert #1 is collected. The resulting publication is reviewed;
  • Report and evaluation for one strategic coordination meeting/national consultation for Viet Nam stakeholders for WasteNet organized is submitted;
  • Report on the Needs assessment consultations and development of training on waste trafficking for Viet Nam is drafted. Training materials inputs is incorporated;
  • Report on the Viet Nam counterparts’ assessment of ESM standards of recycling facilities is drafted;
  • Report on the Viet Nam counterparts' regional enforcement operations related to waste trafficking is prepared;
  • Report on the facilitation of Viet Nam counterparts in the inter-regional workshop on waste shipment rules is submitted;
  • A report is submitted on the development of national SOP and inter-agency cooperation guidelines for Viet Nam, and on the checklist regarding the waste import rules in Viet Nam, as well as input and review the resulting draft SOP and checklist;
  • Distributed data survey related to Viet Nam for the WasteNet illegal shipment report and reviewed the resulting publication and validated the findings with the Vietnamese government focal points;
  • Report on the interactions between the EU entities and Viet Nam government counterparts on waste crimes is prepared and delivered;
  • A report on the organization, convention, chair, preparation of minutes and circulation of relevant information is prepared for monthly meetings of GUARD Wildlife implementing partners;
  • Report on the follow-up to Operation Mekong Dragon, including coordination of capacity building and case coordination involving Viet Nam is drafted;
  • Report on the support provided to ICCWC partners to coordinate their activities with Viet Nam counterparts is submitted;
  • A report is submitted on wildlife crime cases in Viet Nam as well as the support provided on the tracking of their move through the judicial system;
  • A final report on case development and case coordination meetings on wildlife crime is drafted
  • Report on the coordination with CSO partners on the development and organization of the Wildlife Crime Leadership Initiative is drafted;
  • Donor engagement/fundraising efforts are documented.
Required Experience
  • At least seven (7) years of work experience at the national or international level in the area of crimes that affect the environment, international development, legal affairs, enforcement or similar areas is required.
  • Experience in developing and delivering capacity building and/or technical assistance on topics related to crimes that affect the environment and/or organized crime is required.
  • Experience in drafting various reports on topics related to crimes that affect the environment or organized crime is required
  • Experience in developing and implementing programme activities in Viet Nam is required.
  • Experience working with governmental agencies and related ministerial/agency offices in Viet Nam is desirable
  • Experience with Viet Nam’s legal frameworks, judicial or prosecutorial services is desirable.
  • Knowledge of supply chains and Customs procedures is desirable;
  • Previous experience with the UN or other international organizations is desirable;
  • Strong organization and time management skills are required, including the ability to perform responsibilities independently with minimal guidance is required.
Qualifications

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, international relations, law, political science, social science, project or programme management, environmental science, environmental affairs, or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Fluency in English, oral and written proficiency, is required.
Languages Preferred
Proficiency in Vietnamese is desirable. Knowledge of another United Nations official language is an advantage.
