Overview
Lead the design, planning, management, and implementation of education programmes, and coordinate sector-wide education initiatives.
Key Responsibilities
- Establish annual work plans, including strategies, priorities, and performance measurements.
- Coordinate work progress monitoring and ensure results are achieved.
- Provide technical assistance and advice on programming and implementation.
- Lead the preparation and updating of situation analyses for education programmes.
- Formulate, design, and prepare programme proposals aligned with UNICEF’s Strategic Plans.
- Establish goals, objectives, strategies, and implementation plans using results-based planning.
- Collaborate with colleagues and partners to discuss strategies and determine national priorities.
- Provide technical and operational support throughout programming processes.
- Plan and collaborate to establish monitoring benchmarks and performance indicators.
- Participate in monitoring and evaluation exercises and programme reviews.
- Prepare and assess monitoring and evaluation reports.
- Identify lessons learned and use knowledge for development planning.
- Monitor programmes through field visits and surveys.
- Manage the use of sectoral programme resources.
- Prepare programme reports for management, donors, and partners.
- Provide technical advice on policies, strategies, and best practices.
- Coordinate technical experts for programming support.
- Participate in strategic discussions to influence policy and agenda setting.
- Prepare policy papers, briefs, and strategic programme materials.
- Participate in discussions on education emergency preparedness and contingency planning.
- Build and strengthen strategic partnerships through networking and advocacy.
- Prepare communication strategies and implementation plans.
- Represent UNICEF in inter-agency discussions on education.
- Promote critical thinking, innovative approaches, and good practices.
- Research, benchmark, and implement best practices on education management and information systems.
- Contribute to policy development and introduce innovation.
- Organize and implement capacity building initiatives.
- Lead sector coordination mechanisms, ensuring collaboration among stakeholders.
- Facilitate communication and alignment between national and sub-national levels.
- Lead needs assessments, strategic planning, and response prioritization.
- Monitor and report on sectoral response coverage, quality, and progress.
- Promote accountability to affected populations and integrate cross-cutting issues.
- Support coordination transitioning.
- Lead capacity strengthening initiatives and support emergency preparedness.
Required Experience
- A minimum of eight years of professional experience in programme planning, management, and/or research in education is required.
- Experience in cluster/sector coordination is considered as an asset.
- Experience working in a developing country is considered as an asset.
- Relevant experience in a UN system agency or organization is considered as an asset.
- Familiarity/ background with emergency is considered as an asset.
Qualifications
An advanced university degree in one of the following fields is required: education, economics, psychology, sociology or another relevant technical field.
