Overview
The Policy Officer will support Ukraine’s reforms, particularly in employment, social policy, human capital, research and science, and civil protection. The role involves contributing to policy development and coordination within the EU-Ukraine framework.
Key Responsibilities
- Follow up political, economic and social situation, aspects, trends and developments in Ukraine and EU-Ukraine relations.
- Draft briefings, decision notes, reports, press releases and other documents.
- Support EU-Ukraine policy development and implementation focusing on employment, social reforms, research and science.
- Support policy dialogue with relevant ministries, agencies, donors and stakeholders.
- Contribute to sector analysis and definition of sector strategy, particularly in recovery and reconstruction.
- Liaise with Ukrainian partners and EU Delegation in Kyiv on reforms.
- Assist in analysing and instructing proposals for relevant programmes/projects.
- Maintain contacts with European Commission services, EEAS, EU-Member States and like-minded third countries.
- Prepare, conduct and respond to inter-service consultations.
Required Experience
- 2 years’ experience in external relations, inter-institutional relations, representation, negotiation and participation.
- Experience in international relations and the European Union is desirable.
- 2 years’ experience in Policy development.
- Experience with and insight in designing reform strategies and their implementation is desirable.
- At least 2 years experience in EU neighbourhood.
- Knowledge of Ukraine and of the functioning of EU institutions would be an asset.
- At least 2 years’ experience in Aid cooperation.
- Experience in supporting social policies in third country is an advantage.
Qualifications
• Higher education, preferably at Master level in a relevant field.
