Overview
The Programme Specialist SRHR/MNH Strategic Information will lead the evolution of M&E frameworks for UNFPA's MNH programmes and ensure SRHR and maternal and newborn health programs are evidence-based and data-driven.
Key Responsibilities
- Evolve and oversee MEL frameworks for MNH Fund and Safe Births Africa initiative.
- Develop impact tracking methodologies for maternal and newborn survival and wellbeing.
- Ensure donor reports are high quality and delivered on time.
- Provide technical leadership on designing maternal and newborn health surveys and routine health information systems.
- Produce and provide technical review of reports, documents, presentations, and briefs.
- Support the development and use of SRHR-integrated maternal and newborn health indicators.
- Oversee the strengthening, collection and analysis of data from MPDSR systems.
- Implement rigorous data quality assurance.
- Support the development of tools to systematize and track key MNH indicators.
- Incorporate AI and digital health solutions.
- Collaborate to ensure measurement frameworks are inclusive of return on investments and value for money.
- Support inter-agency efforts to roll out strategic prioritization tools.
- Integrate indicators related to emerging issues into MNH monitoring frameworks.
- Provide guidance on measuring Respectful Maternity Care, emergency obstetric and newborn care, commodity access, maternal mental health, and maternal wellbeing.
- Provide "on-call" technical assistance for HMIS strengthening.
- Represent UNFPA in global technical MNH data partnerships.
- Collaborate with implementing partners to design and oversee M&E and strategic information workstreams.
- Convert complex M&E data into high-level analysis for the UNFPA Executive Board, IFIs, and key donors.
Required Experience
- Minimum of 7 years of increasingly responsible professional experience in M&E and measurement related to maternal and newborn health.
- Significant number of publications related to maternal and newborn health measurement and data systems.
- Strong track record of technical leadership in M&E, and proven ability to produce demonstrable results.
- Country-level experience in data systems strengthening and quality improvement.
- Proven track record in managing large-scale M&E frameworks for multi-donor funds (e.g., MNH Fund).
Qualifications
Advanced University Degree (Master’s or higher) in Epidemiology, Public Health, Biostatistics, or a related social science field with a specialization in Maternal and Newborn Health.
