Overview

The Country Manager will provide leadership and day-to-day management of IRC’s programs implementation in Venezuela, overseeing programmatic quality and smooth running of programs in field offices.


Key Responsibilities
  • Support program coordinators and partnerships team in accompaniment and follow up with local partners.
  • Ensure timely planning, implementation and follow up of multi-sector programming.
  • Monitor project progress against work plans and budgets.
  • Ensure procurement planning support to sector coordinators and base staff.
  • Ensure routine monitoring visits to implementation sites.
  • Keep abreast of local context, needs, gaps and constraints.
  • Ensure collaboration with field leadership and support areas.
  • Lead proposal design and development processes.
  • Direct supervision of program coordinators.
  • Establish and review performance objectives and KPIs for direct reports.
  • Provide regular constructive feedback to direct reports.
  • Promote appropriate norms and establish measures for a safe and healthy working environment.
  • Set annual performance objectives and provide semi-annual performance reviews.
  • Maintain open and professional relations with team members.
  • Provide development plans for staff.
  • Identify staff performance issues and work with HR.
  • Promote and monitor staff care and well-being.
  • Support staff in career growth and identify training needs.
  • Adhere to IRC Global HR Policies and Procedures.
  • Represent IRC in inter-agency forums and discussions.
  • Participate in relevant working groups.
  • Represent and promote IRC with local authorities and coordination bodies.
  • Lead assessments and research for program evidence base.
Required Experience
  • At least 8 years of experience within the international development / humanitarian sector, several of which was at senior management level.
  • Minimum of 3 years’ specific experience in senior management role.
  • Experience with multi-sectoral and multi-donor funded programs.
  • Prior experience working in remote-management situations preferred, particularly in supporting partners.
  • Experience of working in refugee context is an added advantage.
  • Experience of managing oversight of logistics, procurement, administrative and financial functions.
  • Experience of working successfully with local stakeholders.
  • Experience with multi-sectoral and multi-donor funded programs.
  • Strong technical and operational knowledge of humanitarian programming in a remote context.
  • Proven experience in designing and delivering capacity-building activities.
Qualifications

• BA/BS Degree in international development, social sciences, or a related field preferred; MA/MS a plus.
