Overview

The Programme Management Officer will monitor and support the development of operational guidance documents for peacekeeping-intelligence and coordinate efforts to enhance early warning in peacekeeping.


Key Responsibilities
  • Monitors and supports the development of the Operational Guidance Documents of the DPO policy framework on peacekeeping-intelligence.
  • Develops, implements and evaluates assigned programmes/projects.
  • Monitors and analyzes programme/project development and implementation.
  • Reviews relevant documents and reports.
  • Identifies problems and issues to be addressed and initiates corrective actions.
  • Leads the development and the coordination of PKI-related training courses.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates efforts to enhance early warning in peacekeeping.
  • Coordinates policy development.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Performs other duties as required.
Required Experience
  • A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
  • A minimum of two years working for the United Nations Department of Peace Operations is required.
  • A minimum of five years working in intelligence or peacekeeping-intelligence is required.
  • Experience in managing a project or a programme is required.
  • Experience in training development and delivery in peacekeeping-intelligence while incorporating gender considerations to/for a civilian, military and Police audience is required.
  • Experience in early warning concept development, including early warning indicators and toolkits is required.
  • Experience working in a peacekeeping operation or in a post-conflict environment is desirable
Qualifications

Advanced university degree (Master's degree or equivalent) in business administration, management, economics, international relations, international security or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
