Overview

The Programme Officer (Protection) will coordinate IOM Cambodia Protection Unit activities and be responsible for the management, coordination, and implementation of IOM Cambodia's protection portfolio, supporting the formulation and implementation of protection programmes for migrants in distress and victims of trafficking and smuggling.


Key Responsibilities
  • Coordinate IOM Protection Unit Programmes, including planning, implementation, monitoring, and evaluation.
  • Mentor and support protection staff, contributing to their capacity building.
  • Support capacity building efforts on internal guidelines, protection mainstreaming, and international protection standards.
  • Liaise and coordinate internally with other units and IOM Offices.
  • Ensure appropriate selection and monitoring of Implementing Partners (IPs).
  • Contribute to resource mobilization by developing concept notes and project proposals.
  • Keep updated on policies and strategies related to protection key topics.
  • Coordinate and prepare quality reports and technical products.
  • Deliver trainings and awareness-raising sessions to partners.
  • Maintain working relationships and collaborate with national and local authorities, UN agencies, international organizations, and civil society actors.
  • Participate in relevant inter-agency fora and events.
  • Undertake duty travel as required.
Required Experience
  • Master’s degree with five years of relevant professional experience; or Bachelor’s degree with seven years of relevant professional experience.
  • Proven experience and expertise implementing and coordinating specialized protection programming in General protection Case Management, protection monitoring, Counter-trafficking and/or GBV.
  • Demonstrated experience working with other sectors and partners in implementing, measuring and providing trainings on protection mainstreaming.
  • Experience in programme management and managing teams.
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs).
  • Experience working in Southeast Asia is an asset.
  • Experience in working effectively with local authorities, stakeholders, beneficiaries, and the broader community.
Qualifications
  • Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies, or a related field from an accredited academic institution.
  • Bachelor’s degree in the above fields.

• Fluency in English is required (oral and written).
Languages Preferred
• Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
