Overview

The L&R Project Officer will provide technical leadership and oversee the implementation of a project focused on scaling up the reuse of domestic water to enhance food production among vulnerable communities. The role ensures effective delivery of integrated water, food, energy, and nutrition interventions to improve food security, child nutrition, and climate resilience.


Key Responsibilities
  • Lead the implementation of integrated water, food, energy, and nutrition interventions.
  • Provide technical oversight on installation and use of key innovations.
  • Guide the application of the tiered household package model.
  • Ensure integration of climate-smart agriculture, nutrition-sensitive agriculture, and energy-saving solutions.
  • Coordinate with county government departments and extension systems.
  • Facilitate community mobilization, beneficiary targeting, and inclusion of Most Vulnerable Children (MVC) households.
  • Strengthen capacity of community resource persons and lead farmers.
  • Develop and operationalize detailed implementation plans, budgets, and monitoring frameworks.
  • Oversee real time data collection and management using LMMS and GIS tools.
  • Conduct regular field monitoring, technical backstopping, and supervision visits.
  • Track financial performance, ensuring cost-efficiency and adherence to budget.
  • Lead documentation of best practices, lessons learned, and evidence.
  • Facilitate quarterly reflection and learning forums.
  • Prepare and submit high-quality monthly, quarterly, and final reports.
  • Strengthen partnerships with county governments, technical departments, and local stakeholders.
  • Support integration of project approaches into county plans, budgets, and extension services.
  • Contribute to development of technical briefs, case studies, and evidence products.
  • Promote community voice and participation in local planning and decision-making processes.
  • Contribute to development of concept notes and proposals.
  • Support identification of funding opportunities.
  • Promote community contribution and cost-sharing mechanisms.
Required Experience
  • At least 2–3 years of relevant experience in food security, livelihoods, WASH, or climate-smart agriculture programming.
  • Demonstrated experience in community-based project implementation, including planning, monitoring, and evaluation of integrated development projects.
  • Practical experience in climate-smart agriculture (CSA), small-scale irrigation systems, water management (e.g., greywater reuse, water harvesting), or sustainable food production systems.
  • Experience working with vulnerable communities, including household-level livelihood and nutrition interventions.
  • Proven ability to engage and collaborate with government agencies, NGOs, and community structures.
  • Strong technical understanding of integrated water, food, energy, and nutrition systems.
  • Experience in supervising field activities, contractors, and community-based facilitators.
  • Proven skills in project planning, budgeting, and implementation tracking.
  • Experience in monitoring and evaluation, including data collection, analysis, and reporting.
  • Ability to facilitate training, capacity building, and community mobilization.
  • Strong analytical, problem-solving, and adaptive management skills.
  • Excellent communication and report-writing skills in English.
  • Ability to work independently with minimal supervision and manage multiple priorities.
Qualifications

• Bachelor’s degree in Agriculture, Agricultural Engineering, Agricultural Economics, Environmental Science, Natural Resource Management, or a closely related field from a recognized university.
