Overview

The Southern Africa Extractive Industries Programme and Policy Lead will lead Oxfam's extractive industries programming in Southern Africa, working with partners to achieve impact and provide technical leadership for regional influencing strategies, programming, and fundraising.


Key Responsibilities
  • Work closely with Partners and authorities in Zambia and Mozambique to strengthen the Country Extractive programme and policy Influencing.
  • Provide technical leadership and support to JE Teams to deepen and widen the extractive programme in collaborating countries.
  • Undertake a thorough programmatic assessment and stakeholders’ engagement to ground and grow the Mozambique and Zambia Extractives portfolio.
  • Build the Nexus programming on Extractives and Energy.
  • Lead the process of developing and building civil society movement around key EI developmental issues.
  • Work in an interactive and coordinated manner with the other Just Economies Teams.
  • Support identification, assessment, and relationship-building with potential partners.
  • Mobilise stakeholders by providing them with research capacity, campaigning skills, creating spaces for engagement.
  • Develop and implement a detailed plan for building the capacity of partner organisations.
  • Ensure that partner organisations are fully involved in the assessment and design of the identified support and training required.
  • Be involved in the design and management of regular assessments and reviews of partner organisations.
  • Participate in regular meetings with partner organisations.
  • Lead the Extractives Inputs in framing an Oxfam Southern Africa Strategy and The JE Programme and Policy Framework.
  • Develop and facilitate links with regional bodies, civil society, the private sector and governments.
  • Be the expert anchor of Oxfam in Southern Africa’s extractive industries programming.
  • Conduct thorough contextual analysis to inform the direction of travel for the natural Resources Governance work in the region.
  • Convene or co-convene high level policy dialogues.
  • Promote the establishment of and participation in inter-agency policy groups.
  • Work closely with country programme staff in supporting the growth, development and impact of Oxfam programmes on extractive industries in Southern Africa.
  • Support ongoing extractives context and political economic analyses.
  • Assist Oxfam in Southern Africa programmes in campaigning and advocacy.
  • Support the JE Thematic Lead in regional engagements on extractive industries issues.
  • Support regional EI influencing work at SADC and AU level.
  • Provide technical advice to the JE Thematic Lead in contributing to Oxfam’s ‘worldwide influencing network’.
  • Support the EI Staff to develop and manage a strong research agenda.
  • Support capacity development of all Oxfam entities in Southern Africa EI staff on relevant EI issues.
  • Provide substantive support to integrate and embed gender into all areas EI programme areas.
  • Support the design of a MEAL framework that integrates gender.
  • Provide strategic directions and expertise to Partners in Mozambique and Zambia; and other countries in Southern Africa.
  • Ensure there is regional coherence amongst all Oxfam entities on EI work.
  • Provide Capacity development to EI Staff in the region.
  • Lead and coordinate with other functions the development of the Natural Resources Governance (Extractives) programme Frameork2026-2023.
  • Lead in fundraising activities through the development of fundable concepts.
  • Supports the JE Thematic Lead in donors’ engagements.
  • Supports the JE Thematic Lead in seeking out and responding to calls for proposals.
  • Supports monitoring and evaluation processes.
  • Maintain awareness of the perception of Oxfam’s reputation and delivery in Southern Africa.
  • Adhere to all Oxfam project implementation requirements and standards.
  • Provide regular information, briefings and reports on activities.
  • Supports EI Staff in the region to actively participate in, and build strong collaborative relationships with the Oxfam networks.
  • Provide nonmanagement advice to the EI team in the region.
  • Provide technical Opinion for the JE Lead Sign Offs.
  • Matrix line manage, and supervise the EI Coordinator.
  • Provide oversight and management of EI short term and long terms consultants.
  • Provide regular information, briefings and reports on programme to the Thematic Lead.
  • Support the EI Staff in the region to effectively manage the allocated budgets.
  • Support the JE Thematic Lead in EI Public Engagement.
  • Represents the region in EI related strategic forums and platforms.
  • Support the EI Staff in collaboration with the Communications team, to develop a communications and media strategy for the programme.
  • Support the JE Lead with information and where necessary represents the region in the media.
Required Experience
  • Minimum of 5 years work experience in programme implementation, policy advocacy, international development, human rights and/or environmental fields, at least two of which are specifically dedicated to programme and/or advocacy work on extractive industries issues.
  • Demonstrated programme (including advocacy and campaign) design (including M&E) and management experience, with experience of developing multi country/team work an advantage.
  • A deep understanding of extractive industries issues and trends, including conflicts, globally, in Southern Africa with lived experience in Mozambique, with existing relationships to global, regional and in country extractive industries networks.
  • Experience or aptitude for working in conflict contexts and complex institution with multiple reporting and communication lines.
  • Experience carrying out or contracting extractives industries programme and influencing capacity. building and training for civil society organisations a strong advantage.
  • Experience in policy dialogue, advocacy and lobbying with government and private sector actors.
  • Experience in implementing Nexus programming, with special focus on the nexus Extractive, conflict and Climate change.
  • Experience working remotely with multilocation teams and multiple accountabilities.
  • Proven ability in social research and macro policy analysis, with a focus on extractive industries governance a strong advantage.

• Fluent spoken and written both English and Portuguese.

• Local languages of Mozambique and French is an added advantage.
