Overview

This consultancy will support the implementation of a project on readiness for resilient recovery in Uganda, aiming to strengthen national capacity to assess, strengthen, and institutionalize readiness for resilient recovery.


Key Responsibilities
  • Participate in inception meetings.
  • Review and input to Recovery Readiness Framework and Assessment Tool.
  • Conduct desk review and data collection concerning country policy, legal environment, baseline data, institutional arrangements, international assistance, and human and system capacity.
  • Design and conduct stakeholder mapping of actors engaged in recovery.
  • Organize national stocktake and consultation workshop on recovery.
  • Draft national recovery readiness assessment report.
  • Support integration of Public Financial Management assessment findings into the National Recovery Readiness Roadmap.
  • Design and conduct mapping of key stakeholders in Uganda for participation in the project.
  • Review localization of training materials on SME Resilience and conduct mapping of tools.
  • Co-create and co-facilitate training of trainers on SME resilience.
  • Co-create and co-facilitate training on SME Resilience.
  • Conduct pre and post training surveys.
  • Draft project report outlining activities and workshop findings.
  • Serve as liaison with local agencies and government counterparts.
  • Provide regular progress reports.
  • Provide inputs to communication products.
Required Experience

Five (5) years of relevant experience in disaster recovery, public sector coordination, private sector engagement or disaster risk management is required. Knowledge of national systems related to disaster risk management and strong networks and communication skills is desirable. Experience in research on disaster risk reduction related topics, in training or capacity building programmes, or in building and maintaining stakeholder networks is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in disaster risk management, development, public finance, business administration, public policy, urban planning, management or the relevant field is required. A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
