Overview

National Consultant to support the ATLAS Project and Operations of the FLEGT-VPA Joint Implementation Secretariat (JIC Secretariat). The role involves coordinating day-to-day JIC Secretariat activities, providing event support, facilitating stakeholder engagement, and contributing to project management and reporting.


Key Responsibilities
  • Coordination of JIC Secretariat: organization of the next JIC meeting, related preparation and documentation
  • Coordination and support related follow-up actions to the JIC meeting in line with the Joint Action Plan
  • Support the organization of up to 3 ATLAS project meetings/ interventions/ technical workshops
  • Monthly status reports: Submit monthly status update documents (short format) summarizing activities, meetings, and progress.
  • Coordinate and support FLEGT VPA related meetings (up to two) and related initiatives, such as Independent Monitoring/ Periodic Evaluation (one)
  • Continued project support & stakeholder engagement
  • Coordination of day-to-day JIC Sec activities – ensure daily operations continue in a timely and smooth manner, attend to administrative matters, ensure timely communication and exchanges between the EU and IDN, provide administrative/logistical support to various functions of the JIC Secretariat, administer daily operations, and maintain records of monthly activities.
  • Event support – ensure appropriate preparation of formal meetings and activities under the Joint Action Plan, liaise with partners/government counterparts, ensure smooth implementation of all events, provide necessary documentation for activities such as Periodic Evaluation (PE), Independent Monitoring (IM), and ensure post-meeting follow up is implemented as required.
  • Stakeholder engagement and coordination: establish and maintain strong working relationships with the Ministry of Forestry and other relevant public and private stakeholders in the timber sector, serve as the main national liaison for all timber-related components of the project and facilitate national-level stakeholder engagement.
  • Project management and reporting: coordinate with ITC HQ on work planning, national logistics, and follow-up of activities and monitor and report on the implementation status of project components under their purview, prepare monthly progress notes and participate in internal coordination meetings and contribute to periodic progress reports for the EU and to Project Steering Committee meetings as required.
Required Experience
  • Minimum 2 years of professional experience in project coordination or technical assistance in the timber or forest governance sector.
  • Proven experience working with Indonesia's Ministry of Forestry and familiarity with SVLK, TLAS, FLEGT, and other national regulatory frameworks.
  • Experience working with EU-funded projects or international development projects is highly desirable.
  • Proven ability to coordinate complex, multi-stakeholder projects with national and local institutions, including government bodies, private sector, smallholder organizations, and civil society.
Qualifications
  • University degree in forestry, natural resource management, environmental studies, trade, business administration, or a related field. A bachelor's degree with two additional years of experience may be accepted.
  • Extensive relevant experience may be accepted in lieu of the university degree.
