Overview

Provide technical and coordination support to the Government of Uganda to evaluate Public Financial Management (PFM) system resilience and institutionalize disaster and climate risk within national fiscal planning and management.


Key Responsibilities
  • Organize and participate in inception calls and progress meetings.
  • Introduce and sensitize stakeholders to project objectives, methodology, and expected outputs.
  • Coordinate closely with UNDRR and national focal points.
  • Review and input to UNDRR’s PFM-for-Recovery Assessment Guide.
  • Collect and review relevant documentation on the national PFM system.
  • Compile background information for the PFM assessment.
  • Organize and conduct interviews and consultations with key stakeholders.
  • Apply and conduct analysis based on a structured PFM-for-Recovery assessment framework.
  • Identify data gaps relevant to disaster responsive PFM.
  • Ensure gender-responsive and inclusive analysis.
  • Organize and facilitate validation sessions/workshops.
  • Prepare a draft PFM assessment report for Uganda.
  • Revise the report based on feedback.
  • Ensure PFM findings inform the National Recovery Readiness Roadmap.
  • Develop PowerPoint presentations and supporting training materials for capacity-building workshops.
  • Tailor materials to the Ugandan institutional and fiscal context.
  • Support organization of two capacity-building workshops.
  • Support facilitation of interactive sessions and collection of participant feedback.
  • Document workshop proceedings, outcomes, key lessons learned, and recommendations.
Required Experience
  • Five (5) years of relevant experience in public financial management (PFM), fiscal policy, or public sector reform is required.
  • Experience in PFM diagnostics or assessments e.g. Public Expenditure and Financial Accountability (PEFA) assessment or climate-related PFM is required.
  • Experience in capacity building and facilitation with government officials is required.
  • Experience in working with Ministries of Finance; experience in Uganda is required.
  • Experience in gender-responsive budgeting or inclusive public finance is desirable.
Qualifications

• Advanced university degree (Master's degree or equivalent) in public finance, economics, public policy, development studies, or related fields is required. A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
