Overview

Provide technical support for the implementation of the EU Cambodia-NALS project, focusing on national procurement of equipment, tender evaluation, import and customs clearance, and financial management.


Key Responsibilities
  • Provide technical support on national procurement of equipment, including drafting technical specifications, identifying suppliers, tender evaluation, contract management, and import/customs clearance.
  • Prepare procurement-related reports, presentations, and statistical information.
  • Provide procedural guidance on UNIDO procurement and grants management.
  • Perform financial management and oversight, including monitoring expenditures, managing disbursements, and ensuring conformity to financial processes.
  • Review and monitor financial disbursements, commitments, and budget allocations.
  • Interpret and stay updated with UNIDO’s New Procurement & Financial Rules and Regulations, EU eligibility criteria, and related policies.
  • Monitor project assets compliance with the UNIDO Asset Management manual.
  • Generate financial report summaries for annual project narrative reports.
  • Maintain an up-to-date filing system and databases for procurement and financial transactions.
  • Perform other related duties as assigned.
Required Experience
  • At least 6 years of relevant professional experience with a Bachelor's degree.
  • At least 3 years of relevant professional experience with a Master's degree.
  • At least 1 year of relevant professional experience with a Doctorate.
  • Experience in procurement and financing services in project and programme development execution.
  • Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint) and internet tools.
  • Knowledge of financial and procurement procedures.
  • Experience working on donor-funded projects within the United Nations (UN) system.
  • Experience with SAP or comparable ERP software.
Qualifications
  • A first level university degree (Bachelor’s or equivalent) in finance, accounting, commerce or business administration or other related discipline is required.
  • An advanced university degree (Master’s or equivalent) or a Doctorate in the same fields are accepted.
