Overview
The Senior Security Officer serves as the strategic lead for safety and security within UEMCO, ensuring that vital humanitarian and development projects can be delivered safely across high-risk zones in Ukraine.
Key Responsibilities
- Maintain awareness of the security environment and advise on safety and security matters.
- Draft security risk assessments and recommended risk management strategies.
- Provide technical advisory and oversight services for safety and security in programmes.
- Review new project proposals from a security perspective.
- Conduct field assessments and ensure implementation of security policies.
- Propose and manage the security function budget.
- Draft and update the Security Plan and Business Continuity Plan.
- Maintain a database of personnel and related security information.
- Review security arrangements for operations and maintain relevant instructions.
- Lead incident response and coordinate personnel during emergencies.
- Report incidents and non-compliance to the Country Director.
- Plan and coordinate security operations for events and visits.
- Brief project managers on security concerns.
- Perform routine and ad-hoc security assessments.
- Manage and perform daily monitoring and generate reports.
- Monitor and facilitate personnel adherence to UNSMS policies.
- Determine, manage, and account for security equipment.
- Support incident response and attend security and safety matters.
- Ensure operational coordination and tasking of UEMCO Security personnel.
- Liaise with and update the Senior Security Field Adviser and SMT.
- Liaise with local government security organizations.
- Ensure coordination with UNDSS and other UN agencies’ security specialists.
- Participate in Security Cell and Security Management Team meetings.
- Develop and deliver staff security training programmes.
- Ensure UNOPS personnel receive security briefings and updates.
- Maintain up-to-date instructions and training for personnel.
- Provide additional security awareness training as necessary.
- Facilitate engagement and high-quality results from the supervised team.
- Lead and supervise the UEMCO Security Team.
- Provide regular direction, mentoring, and performance feedback to security personnel.
- Organize, facilitate, and/or deliver training and learning initiatives.
- Conduct capacity development and knowledge building initiatives.
- Contribute to security knowledge and communities of practice.
- Collect feedback, ideas, and internal knowledge.
- Ensure full documentation of security management approaches and activities.
- Facilitate regular coordination and knowledge-sharing among UEMCO security personnel.
- Follow emerging security management approaches and apply best practices.
Required Experience
- A minimum of 2 (two) years of progressively responsible experience in security risk management is required.
- Experience with the United Nations Security Management System is a strong advantage.
Qualifications
- An advanced university degree in Security Management, Political or Social Sciences, Law, Public Administration, Business Administration, or a related field is required.
- A first-level university degree with two (2) additional years of relevant experience may be accepted in lieu of the advanced degree.
