Overview

The Junior Policy Analyst – Evaluation will contribute to the delivery of In-depth Evaluations by analysing policy implementation, outcomes, and impact. The role involves supporting the assessment of OECD substantive committees and programmes.


Key Responsibilities
  • Assist in preparing terms of reference for evaluations.
  • Extract, process, and analyse data from OECD databases.
  • Participate in conducting and reporting evaluations.
  • Apply policy and programme evaluation concepts and techniques.
  • Assist in elaborating and translating questionnaires.
  • Coordinate and attend stakeholder interviews.
  • Prepare background materials and documentation.
  • Conduct data gathering and quantitative/qualitative analyses.
  • Draw out initial observations and potential conclusions.
  • Assist in drafting evaluation reports.
  • Proofread, format, and translate reports.
  • Assist in drafting the Evaluation Committee’s annual report.
  • Maintain, update, and monitor departmental databases.
  • Monitor the follow-up schedule of evaluations.
  • Organise Evaluation Committee (EVC) meetings.
  • Draft meeting agendas and annotated agendas.
  • Manage the EVC/In-depth Evaluation electronic platform.
  • Collaborate with other directorates.
  • Facilitate onboarding of EVC and IDE team members.
Required Experience
  • A minimum of 1-2 years of experience in public policy analysis.
  • Experience in methods to assess outcome and impact of public policies.
  • Experience in conducting evaluations and implementation monitoring.
  • Ability to work with diverse stakeholders.
  • Experience in international organisations or public sector environments.
  • Track record in multitasking and managing complex workflows with tight deadlines.
  • Strong organisational skills, including experience in coordinating meetings, preparing agendas and summary records, and managing documentation platforms or repositories.
Qualifications

• An advanced university degree in public policy or administration, political science, evaluation, operational research, or a related field would be an asset.

Languages Required
• Fluency in one of the two OECD official languages (English and French) and strong knowledge of the other, with a commitment to reach an advanced working level.

Remuneration
• Monthly salary starts at 4 638.76 EUR, plus allowances based on eligibility, exempt of French income tax.
