Overview

Leads and supervises the Contributions and Cost Recovery Service, overseeing its work programme and managing UN Secretariat shared cost recovery funds for Regular Budget and Peacekeeping operations.


Key Responsibilities
  • Formulates and implements the substantive work programme of the Contributions and Cost Recovery Service.
  • Manages UN Secretariat shared cost recovery funds.
  • Oversees the management of activities undertaken by the Service.
  • Co-ordinates work within the Division and Department, and with other UN System organizations.
  • Provides programmatic/substantive reviews of drafts.
  • Provides oversight and guidance to service providers on cost recovery-related issues.
  • Represents the Controller on UN Secretariat working groups on cost recovery.
  • Reviews and approves cost recovery rates.
  • Monitors activity in the cost recovery fund.
  • Monitors inflows and expenditures for assessed contributions and cost recovery funds.
  • Supports the work of the Committee on Contributions.
  • Oversees the preparation of reports for intergovernmental bodies.
  • Responds to queries from oversight and legislative bodies.
  • Liaises with Permanent Missions and Member States regarding assessed contributions.
  • Reports to intergovernmental bodies on budget/programme performance.
  • Ensures high-quality outputs from the Service.
  • Assists the Director in preparing the Division's work programme.
  • Undertakes programmatic/administrative tasks for the Service.
  • Recruits staff, considering geographical balance.
  • Manages, guides, develops and trains staff.
  • Fosters teamwork and communication.
  • Leads and supervises the organization of meetings and seminars.
  • Participates in international, regional or national meetings.
  • Represents the Division at meetings.
Required Experience

A minimum of fifteen (15) years of progressively responsible experience in financial management, budget or related field is required. A minimum of five (5) years of progressively responsible experience managing organization-wide cost recovery policies and practices is required. Experience servicing the work of the Committee on Contributions or similar expert financial committee, and managing collections of assessed contributions from Member States, including liaison with senior representatives of Member States, is required. Experience in managing finance teams at the international level is desirable. Experience in dealing with intergovernmental or other similar governing body review is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, social sciences or related area is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
