Overview

The Programme Budget Officer will review, analyze, and finalize programme plans and budget proposals, monitor budget implementation, and provide advice on budgetary and financial policies.


Key Responsibilities
  • Reviews, analyses and finalizes programme plans and its revisions.
  • Provides substantive support to intergovernmental and expert bodies in their review of programme plans.
  • Supports departments in the translation of legislative mandates into program budgets.
  • Reviews, analyses and finalizes cost estimates and budget proposals.
  • Reviews, analyzes and finalizes statements of programme budget implications.
  • Provides substantive support to intergovernmental, oversight and expert bodies in their budget review.
  • Monitors budget implementation and recommends reallocation of funds.
  • Monitors and forecasts expenditures.
  • Reviews and makes recommendations with respect to finalizes budget performance reports.
  • Provides advice and guidance, including training, staff on budgetary and financial policies and procedures.
  • Keeps up-to-date on documents/reports/guidelines/audit observations related to programme budgets.
  • Provides inputs to reports, presentations and correspondence for intergovernmental bodies and management.
  • Researches, analyses and summarizes information for presentations and recommends new policies or adjustments.
  • Supports the review of budgetary practices and processes.
  • Explores opportunities for enhancing information systems related to budgeting.
  • Provides support with respect to representation of the Secretary-General in meetings.
  • Perform other related duties, as assigned.
Required Experience

A minimum of seven years of progressively responsible experience in finance, budget, business or public administration, strategic planning, economics, data science, statistics, information technology, or related area is required. Four years of experience using data to inform decisions and strategies, including summarizing and presenting insights from large data sets in a clear, accessible, and visually effective manner, is required. Two years or more of experience in with self-service analytics and data visualization applications, or business intelligence tools (SAP Business Objects, etc.) is required. Experience with financial systems or with finance modules of enterprise resource planning (ERP) systems such as Oracle, SAP or PeopleSoft or similar software is required. Experience in the design, development, implementation or and enhancement of a financial or budgetary model or information systems is desirable. Experience in providing direct support on budgetary issues to intergovernmental, oversight and expert bodies is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, political science, strategic planning, or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
