Overview

The Programme Management Officer will contribute to the Secretariat’s work on key environmental issues and build relationships to enhance international cooperation for the implementation of the Montreal Protocol.


Key Responsibilities
  • Leading the Ozone Secretariat’s technical work on issue areas including energy efficiency, life-cycle refrigerant management, disposal of equipment at end of life, climate change and cooling, including cold chain;
  • Identifying and tracking emerging technical and policy issues related to the implementation of the Montreal Protocol;
  • Advising colleagues, parties and other stakeholders on technical and policy questions;
  • Preparing briefing and information materials;
  • Identifying linkages with other multilateral environmental agreements;
  • Participating in knowledge-sharing activities;
  • Serving on UNEP committees and working groups;
  • Representing the Secretariat at meetings;
  • Preparing documentation for the Implementation Committee;
  • Making presentations during Committee meetings;
  • Communicating with parties and implementing agencies on non-compliance procedure matters;
  • Participating in regional network meetings;
  • Drafting pre-session, in-session and post-session documents;
  • Reviewing documents prepared by colleagues;
  • Supporting negotiations;
  • Arranging for and servicing meetings;
  • Collecting and analyzing data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods.
Required Experience

A minimum of seven (7) years of relevant work experience in monitoring and evaluation of environmental project/programmes or related area is required. At least four (4) years of work experience with a Government in implementing the Montreal Protocol or with an intergovernmental entity providing support to the implementation of the Protocol is desirable. Experience in evaluation, research, project management, and strategic planning of the UN system or similar international organization is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, environmental economics, law or a related area is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Contract Duration
Appointment against this post is for an initial period of one (1) year and may be subject to extension.
