Overview

The Finance Associate provides high-quality financial services to internal and external clients in the UNFPA Ukraine Country Office, ensuring compliance with relevant rules and procedures.


Key Responsibilities
  • Advise and support UNFPA Ukraine CO staff on financial and administrative matters.
  • Examine and analyze quarterly expenditures.
  • Monitor Ukraine CO Operating Fund balances.
  • Reconcile submitted reports with the general ledger.
  • Analyze exchange rate gains/losses on operating fund accounts.
  • Provide training to Ukraine CO finance staff on financial policy application, Quantum use, and Excel.
  • Review IP FACE submissions for completeness, accuracy, and compliance.
  • Reconcile IP reports with CO financial records and highlight discrepancies.
  • Provide guidance to IPs on correct budget/accounts coding and documentation.
  • Track submission deadlines and ensure timely follow-up on outstanding issues.
  • Maintain simple records of FACE findings and follow-up actions.
  • Review accounting transactions to ensure compliance with UNFPA financial policies and procedures.
  • Review trial balances for reasonableness and advise CO staff on potential discrepancies or errors.
  • Monitor financial information integrity and completeness via dashboards to facilitate monthly closures.
  • Post vouchers, manage payments, and reconcile payables and deposits.
  • Ensure timely correction of charges to incorrect accounts.
  • Monitor purchase orders and requisitions to avoid excessive aging.
  • Manage petty cash and staff advances.
  • Ensure programme budgets are not over-allocated.
  • Prepare and submit monthly and quarterly financial reports.
  • Monitor institutional budgets and maintain filing of finance-related documents.
  • Submit VAT claims, monitor reimbursements, and act as VAT focal point.
  • Prepare financial analyses as requested.
  • Create general ledger journal entries.
  • Summarize trial balances for financial statement preparation.
  • Ensure timely submission of year-end certifications and reports.
  • Promote continuous improvement and harmonization of business processes.
  • Perform assigned activities to ensure smooth functioning of the finance team.
  • Carry out any other duties as required.
Required Experience
  • Six (6) years of relevant experience in finance-related work experience – accounts receivable, accounts payable, general ledger maintenance, etc;
  • Experience in application of IPSAS or IFRS would be advantageous;
  • United Nations experience is an asset.
Qualifications
  • Completed Secondary Level Education required.
  • First level university degree in Finance, Business, Public Administration or similar discipline desirable.
