Overview
The role involves coordinating engineering and technical work for debris and construction and demolition waste management, focusing on recycling and reuse to support reconstruction efforts.
Key Responsibilities
- Coordinate engineering and technical day-to-day works for sorting, segregation, recycling, and reuse of debris and C&D waste.
- Support assessment of debris composition, volume, and recyclability.
- Engage with government and private sector to identify needs and priorities regarding debris recycling.
- Develop opportunities for circular economy principles by promoting reuse of crushed debris and recycled aggregates.
- Incorporate innovative methods for sorting and mobile crushing.
- Review and appraise engineering designs and cost estimation documentation.
- Ensure compliance with government laws and regulations regarding debris recycling and environmental protection.
- Prepare specifications, tender documents, and ToRs for procurement of goods and services.
- Lead the development of a comprehensive debris recycling strategy.
- Monitor progress of project activities and report on targets.
- Coordinate data collection and reporting among different actors.
- Consult on preparation of work plans and related documents.
- Monitor field activities and provide technical support.
- Maintain liaison with regional and local project partners.
- Ensure handover of completed works to relevant authorities.
- Participate in relevant meetings and share information.
- Support preparation of project reports.
- Review norms, certification, and other requirements and provide technical advice.
- Participate in pre-bid meetings and site visits.
- Coordinate the development of innovative recycling approaches and strategies.
- Contribute to preparation of operational and management guidelines.
- Liaise with respective governmental organizations.
- Ensure compliance with UNDP rules and regulations.
- Participate in knowledge networks and communities of practice.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in demolition, debris removal, recycling, reuse and debris management projects.
- Experience and excellent knowledge of regulations and requirements in the field of construction, demolition and debris management.
- Experience and sound knowledge of civil, environmental, urban engineering and modern construction technology.
- Experience in demolition, debris removal, recycling, reuse and debris management projects is an advantage.
- Familiarity with national legislation in the area of construction, norms and standards of construction works and materials, including critical infrastructures.
- Experience and knowledge of procedures for quality control procedures.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Environment Engineering, Architecture, Urban Engineering, Social Science or related field is required.
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
