Overview

Engage an International Consultant with expertise in technology transfer operations and instructional design to design and develop a scalable, interactive, high-quality, practice-oriented e-learning module tailored to the needs of the Asia-Pacific region.


Key Responsibilities
  • Conduct a rapid review of existing training resources, curricula and e-learning modules on technology transfer.
  • Conduct virtual consultations with APCTT Governing Council members, technology transfer offices (TTOs) and partner institutions.
  • Develop a detailed curriculum framework and instructional design structure.
  • Create structured and practice-oriented content covering key aspects of technology transfer operations.
  • Incorporate at least five case studies, tools, templates and regionally relevant examples.
  • Design interactive components suitable for asynchronous online delivery.
  • Provide technical inputs to other capacity-building activities for TTOs.
Required Experience

Minimum 7 years of professional experience in technology transfer operations, intellectual property management, innovation ecosystems and policies or a closely related field and proven experience of developing e-modules in related field is required. Demonstrated experience in instructional design, curriculum development or e-learning content development. Experience in developing practice-oriented training materials incorporating case studies and interactive learning elements. Prior experience working with United Nations organizations, international development agencies or similar intergovernmental bodies. Familiarity with the technology transfer landscape and innovation ecosystems in the Asia-Pacific region. Knowledge of WIPO tools and frameworks for IP management and technology transfer.

Qualifications

Advanced university degree (Master’s degree or equivalent) in innovation management, technology transfer, intellectual property law, science and technology policy, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Consultancy fee: USD 24,000 (payable upon acceptance of above-mentioned deliverables). Payment schedule: •10% upon acceptance of Deliverable 1 (Inception Report) •20% upon acceptance of Deliverable 2 (Stakeholder Consultation Summary) •20% upon acceptance of Deliverable 3 (Curriculum Framework) •30% upon acceptance of Deliverable 4 (Draft E-Module Content) •20% upon acceptance of Deliverable 5 (Final E-Module Package)
