Overview

Provides support in finance and budget functions, including budget preparation, expenditure monitoring, and cost recovery activities within the Economic and Social Commission for Asia and the Pacific.


Key Responsibilities
  • Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
  • Prepares supporting documents for cost estimates and budget proposals.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews.
  • Monitors expenditures and prepares adjustments as necessary.
  • Reviews requisitions for goods and services.
  • Assists in preparation of budget performance submissions and finalization of budget performance reports.
  • Monitors integrity of various financial databases.
  • Verifies accuracy of input data.
  • Co-ordinates with other finance and budget staff.
  • Prepares ESCAP’s service costing and pricing.
  • Maintains and updates ESCAP Service Catalog and service master data.
  • Collaborates with ESCAP service providers to gather cost recovery statistics.
  • Prepares billing documents in ERP system.
  • Prepares annual, monthly and ad-hoc reports on cost recovery.
  • Prepares annual and ad hoc financial performance report.
  • Engages with service providers for process improvement related to cost recovery.
  • Keeps up-to-date on documents/reports/guidelines.
  • May be responsible for providing guidance, training and daily supervision to other general service staff.
  • Coordinates training for relevant teams.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports.
  • Performs other related duties, as assigned
Required Experience

A minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in finance, budget, accounting, administrative services or related areas is required. 1 year or more of experience in data analytics or related area is required. Experience in the United Nations Common System or in international organizations similar to those in the UN Common System is desirable. Experience with dashboard reporting or financial modeling is desirable.

Qualifications

High school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience.
