Overview
The Operations Officer is accountable for operations functions, facilitating change, providing risk-informed analysis, advice, and services, and contributing to programme and management decisions to deliver results for children.
Key Responsibilities
- Facilitate services in operations support areas: budget, financial management and reporting, facilities management, administration, supply and logistics, ICT, HR, and safety and security.
- Understand business needs and propose viable solutions for value for money.
- Support ICT management, information security, and controls.
- Support supply and logistics strategies to meet programmatic needs while ensuring Value for Money (VfM).
- Support office premises and facilities management with a focus on accessibility, eco-sustainability, and common premises.
- Facilitate business transactions processed by GSSC from perspectives of efficiency, performance, risk management, and fraud prevention.
- Support the country office during audit reviews, contributing responses and monitoring recommendations.
- Support the management of PSFR operations, where applicable.
- Implement people resources strategies to promote technical competence and foster career progression.
- Facilitate management excellence, staff well-being, accessibility, and inclusion.
- Implement solutions related to people management and office culture.
- Support training strategy.
- Keep abreast of industry standards in management and finance and share best practices.
- Champion strategic resources to achieve organizational goals and ensure Value for Money (VfM).
- Ensure effective identification and use of resources in Value for Money (VfM) areas.
- Support financial oversight management, monitoring, and reporting of country programme budgets.
- Implement the office's supply plan and stay abreast of regional strategies.
- Enhance Risk Management to increase organizational performance and strengthen internal control.
- Support the office with up-to-date information for risk-informed decisions using the eGRC platform.
- Participate in testing business continuity plans.
- Support implementation of appropriate policies and procedures and provide feedback.
- Support implementation of mandatory anti-fraud systems, processes, and actions.
- Support mitigation of risks of engagement with external partners.
- Ensure further operational centralization and optimization for maximized efficiency gains.
- Participate in the review of Operations processes and recommend measures to minimize cost and maximize efficiencies.
- Contribute to improving IT-enabled business processes.
- Contribute to CPMP.
- Strengthen internal and external-facing partnerships and leverage UNICEF’s oversight and understanding of financial management.
- Provide technical support on HACT implementation.
- Support UNICEF Office resource mobilization partners through written financial reporting.
- Contribute to developing private sector partnerships.
- Engage as stakeholders in the UN Reform, facilitating Business Operating Services (BOS).
Required Experience
- At least 1 year of relevant work experience in Financial Management, Facilities Management, Administration, Supply Management, Information Communication Technology, Human Resources, Operations management, budgeting, procurement, logistics, facilities management, risk management.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
Qualifications
• Bachelor or equivalent (First Level University Degree) in Business Administration, Management, Accounting, Public Administration, Supply/Purchasing, Human Resources Management, Info. Technology, International Bus., Projects Evaluation and Management, finance, accounting, public finance, supply chain, information technology, project management, operations management and any other related fields.
