Undertake feasibility studies and make recommendations for the restructuring of civil aviation organizations to improve safety, efficiency, and economic contribution. The role involves advising governments on developing autonomous or semi-autonomous civil aviation structures.


Key Responsibilities
  • Undertake feasibility studies on civil aviation restructuring.
  • Make recommendations to governments on developing autonomous or semi-autonomous civil aviation structures.
  • Include advice on organization structure, chain of command, legal provisions, administrative framework, financial management, job descriptions, staffing, training, and implementation schedules.
  • Perform other related duties as assigned.
Required Experience
  • Essential Experience in the restructuring of a civil aviation organization.
  • Experience in the formulation of civil aviation policy.
  • Experience in the preparation of organizational plans, regulations, and procedural documents for aviation services and relevant human resources development.
  • Awareness of modern management principles and techniques related to civil aviation management and operations.
  • Appreciation of coordination needed for policy-making decisions with other national government departments.
  • Ability to express views clearly and prepare concise reports.
  • Sound understanding of financial management, aviation revenues, and expenditures.
Qualifications

• University degree or appropriate academic and technical training in one or more of the major fields of civil aviation.

• A good command of oral and written English.
Languages Preferred
• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
