Overview
The role of the MEAL Coordinator is to coordinate and adapt NRC’s Monitoring, Evidence, Accountability and Learning systems and standards at Area Office (AO) and/or Country Office (CO) level. The Coordinator ensures that MEAL systems, plans, tools, and procedures are effectively implemented, and provides technical supervision, capacity building, and guidance to MEAL staff and programme teams.
Key Responsibilities

- Provide technical supervision, capacity building, and guidance to MEAL staff and programme teams.
- Support programme design by reviewing Theory of Change, Core Competency (CC), and project logframes, indicators, and MEAL budgets.
- Provide technical support to MEAL staff and programme focal points in assessments, outcome monitoring and evaluation.
- Ensure that evidence from outcome monitoring, evaluations, and community feedback mechanisms (CFM) is captured, synthesised, and used to adapt MEAL tools, systems, and learning processes.
- Contribute to evaluations, learning exercises, and digital MEAL system roll-out.
- Support partners and/or consortium members to strengthen their MEAL systems, harmonise tools, and contribute to joint learning.
- Support AO CFM harmonisation, data use, and learning.
- Provide technical support to programme teams on the design and implementation of multi-sectoral assessments/ integrated approaches / thematic.
- Support the consideration, inclusion, collection and analysis of indicators related to cash-based interventions and market-based approaches.
- Act as focal point for specific MEAL components (e.g. Evaluation, Learning, or CCs).
- Consolidate MEAL evidence at AO or thematic level to feed into CO strategy and learning agenda.
- Train programme and partner staff on data collection tools, outcome monitoring methodologies, and safe data practices.
- Support harmonisation of MEAL approaches with consortium partners.
- Coordinate with partners to ensure joint assessments and outcome monitoring are aligned.
- Provide rapid MEAL support to emergency response interventions (PDMs, real-time reviews, data verification).
- Ensure inclusion and standardisation of cross-cutting indicators (SIP, gender, age, disability) in all assessments, ToC, logframe and outcome monitoring.
- Carry out any other tasks relevant to the function or the position as delegated by the line manager.
Required Experience
- Minimum 3 years of MEAL experience, including at least 2 years in a managerial position with an international NGO, preferably in emergency or post-conflict settings, with experience supporting Internally Displaced Persons (IDPs) and working in camp or remote management environments.
- Experience implementing MEAL systems in hard-to-reach or remote-managed areas.
- Experience supporting MEAL for one of NRC’s Core Competencies is an asset.
- Experience with local partners capacity building in complex or sensitive environments.
- Experience with statistical analysis using languages such as Python, or R is preferred.
Qualifications
Bachelor’s degree in Statistics, Information Systems Management, Social Sciences, Development Studies, or a related field. Candidates without a degree but with at least 5 years of relevant experience may also be considered.
