Overview
Manage an integrated supply and logistics structure, ensuring preparedness plans are in place and leading on the in-country implementation of Supply & Logistics policies and procedures.
Key Responsibilities
- Manage an integrated supply and logistics structure.
- Ensure preparedness plans are in place.
- Lead on Supply & Logistics strategy development.
- Build relations with other NGOs, UN bodies and commercial companies.
- Represent at key international, UN, and national fora on logistics.
- Conduct periodical meetings with team members.
- Provide technical and team management support.
- Develop the Supply & Logistics staffing plan.
- Manage Supply & Logistics recruitments.
- Periodically review and revise Job descriptions.
- Manage, develop, and monitor line reports team members objectives and performance.
- Analyze learning and development needs.
- Support staff in their career development.
- Manage induction and training of newly recruited staff.
- Supervise HUB offices Supply & Logistics team technically.
- Ensure visibility of the Supply & Logistics function and activities.
- Tailor information on supply chain performance.
- Use tools/systems, including KPIs, to review and analyze the supply chain.
- Identify and develop KPI for the department.
- Advise management line on identified areas of risk.
- Anticipate and coordinate requirements for institutional donor reporting.
- Lead on LNGO capacity assessment and monitoring.
- Manage, develop, and implement learning interventions for partners.
- Implement capacity building plans.
- Consolidate efforts in supply related areas.
- Design an appropriate supply structure.
- Provide information for the (re-)planning of supply activities.
- Periodically review the effectiveness and quality of the supply process.
- Maintain a risk register for the supply chain in projects and prepare mitigating actions.
- Use supply chain information systems to analyze and select data.
- Identify supplier performance KPI and providing guidance and training.
- Work closely with supply and logistics support in Oxfam regional offices.
- Incorporate gender and diversity sensitivities into logistics processes.
- Ensure all procurement process are carried out in line with Oxfam process and procedures.
- Review the RO tracker and identify delays and propose solutions.
- Project stock management & delivery.
- Identify best option between direct delivery and stocking.
- Assess appropriate warehouse location, and design and setup the layout, staffing structure, and record keeping system.
- Plan, manage and coordinate all warehouse and distribution related activities.
- Ensure timely reporting on material usage and stock level status.
- Oversee the fleet management function.
- Use fleet management systems to monitor costs and performance.
- Supervise the team responsible for Asset & equipment inventory management.
- Coordinate the planning, management, maintenance, and disposal of assets and inventory.
- Regular visits to Hub’s offices for compliance and supervision (25 % filed visits).
Required Experience
- Minimum 8 years of experience in supply chain preferably in international NGO OR 10 years of experience.
- Experience includes 3 years in managerial role.
- Extensive field experience including demonstrated Procurement related skills (producing local level supply plans and managing supplies, including quote & tender process management and team management).
- Demonstrated experience of leadership, Team management and capacity building of teams.
- Management of budgets.
- Proven record of effective management resources, including planning and organisational skills.
- Experience with emergency response delivery in similar conflict situations is preferably.
- Experience of salary benchmarking and pay positioning.
Qualifications
- University degree in Supply Chain, Business Administration OR University degree.
- Accreditations in Supply Chain is preferable.
